Subject:- Request for Inclusion of Gramin Dak Sevaks (GDS) in the Purview of the 8th Central Pay Commission for Fair Emoluments and Service Conditions – Regarding.

I bring to your kind notice the long-standing grievance of approximately 2.75 lakh Gramin Dak Sevaks (GDS) serving in rural post offices under the Department of Posts. These dedicated employees provide essential postal services in rural areas, equivalent in nature and importance to those rendered in urban regions. Despite their critical role, GDS employees have carried out the same essential services as regular employees in the Department, yet their grievances remain unresolved.
The Hon'ble Supreme Court of India, in its judgment dated 22nd April 1977, held that Extra Departmental Agents (now designated as Gramin Dak Sevaks) are holders of civil posts under the State, notwithstanding their separation from regular service. Additionally, the pay commissions have been constituted for both departmental and GDS employees upto 7th Pay Commission. However, they have not been included in the 8th Central Pay Commission, depriving them of substantial benefits extended to departmental employees through successive Central Pay Commissions. It is pertinent to clarify that even senior Branch Postmasters (BPMs) receive only ₹18,500 to ₹32,000 per month.
In light of this, GDS employees has earnestly request their inclusion in the 8th Central Pay Commission on par with departmental employees, ensuring:
- Fair and reasonable wages
- Proper working hours
- Dearness Allowance
- A genuine pension scheme
- Improved gratuity, Medical and other welfare measures.
I therefore earnestly request your kind intervention in inclusion of Gramin Dak Sevaks (GDS) in the purview of the 8th Central Pay Commission with the aforementioned emoluments, to deliver justice and recognize their vital contributions to rural postal services.
