Subject: - Guidelines to regulate transfer under Rule 38 of Group ‘C’ and Group ‘B’ (Non-Gazetted) employees in Department of Posts – reg.

I am directed to invite your kind attention towards the enclosed letter dated 13.02.2026 from the General Secretary, AIPAEA, CHQs, regarding non following of guidelines, while calculating of vacancies for transfer under Rule 38.

In this regard, it is requested to examine and dispose the same as per the Rule 38 guidelines issued vide letters dated 03.02.2023 and 14.10.2025 reiterated vide OM no. 53(03)/2019/PA Admn II - 15707-15729 dated 06.04.2026 (copies enclosed), under intimation to this office.

This issues with the approval of the Competent Authority.
