Subject: Regarding qualifying service of erstwhile PA (SBCO) officials who merged into PA (PO) cadre and inter-circle Rule-38 transferees for promotion to LSG (PO General Line) Cadre.
Sir/Madam
This Directorate is receiving various references regarding eligibility of PA (SBCO) officials consequent upon their merger in the General Line.
The matter has been examined in the Directorate and following guidelines are issued as regards to the eligibility of these officials for their subsequent promotions:
i. Service rendered by PA (SBCO) officials prior to merger with PO line will not be counted for calculating eligibility service for consideration of their promotion to LSG (PO) line through DPC. Furthermore, it is reiterated that the inter-se-seniority of such PA (SBCO) officials shall be in same order as it was in SBCO cadre prior to their merger with PO line.
ii. Service rendered by the PA (SBCO) officials prior to merger with PO line will however be counted for calculating their eligibility for appearing in LDCE examinations. Furthermore, in such cases, the benefit of senior/junior clause shall not be applicable to PA (PO) officials with reference to merged PA (SBCO) officials.
This has the approval of the Competent Authority.
