Sub:- Request for inclusion of HSG-II, HSG-I and HSG-I (NFG) cadres in the Notification dated 24.06.2026 inviting willingness for deployment in the Centre for Excellence in Postal Technology (CEPT).

Respected Sir,
On the reference subject, this association expresses our deep disappointment and concern over the non-inclusion of HSG-II, HSG-I and HSG-I (NFG) cadres in the Notification No. Tgy-50/21/2023-Tech-DOP dated 24.06.2026 issued by the Technology Division, calling for willingness to work in the Centre for Excellence in Postal Technology (CEPT).
3. The notification has extended eligibility to officials belonging to PS Group 'B', AO/AAO, ASP/IP, LSG, PA/SA, MTS, Postman, Mail Overseers and GDS. Surprisingly, the HSG-II, HSG-I and HSG-I (NFG) cadres, which constitute the supervisory backbone of the Department's operational establishment, have been left out.
3. This omission has caused widespread disappointment and has created a genuine feeling of discrimination among the officers of these cadres. The obvious question being raised by our members is:-
Are HSG-II, HSG-I and HSG-I (NFG) officials no longer considered an integral part of the Department of Posts?
4. The concern becomes even more pronounced because, in the IT 2.0 application, the option to apply is displayed for almost every operational cadre—from MTS to Postal Assistant, LSG, Inspector Posts, Assistant Superintendent of Posts, PS Group 'B', Accounts Officers and others—yet HSG-II and HSG-I cadres have been excluded altogether.
5. It is difficult to comprehend the rationale behind this exclusion. HSG-II, HSG-I and HSG-I (NFG) officers are among the most experienced supervisory officers in the Department. They are entrusted with the responsibility of heading major Post Offices and supervising critical operational functions involving:-
Mail operations and delivery management;
Counter operations and customer services;
Financial services and savings bank transactions;
Postal Life Insurance and Rural Postal Life Insurance;
Digital initiatives and implementation of departmental applications;
Human resource management and office administration; and
Day-to-day execution of technology-enabled services at the field level.
6. These officers possess extensive practical knowledge of the Department's operational workflows, customer requirements and the challenges faced during implementation of new technology. Such practical experience is invaluable for technology development, testing, enhancement and successful rollout of departmental applications.
7. The Department has consistently emphasized digital transformation and modernization through CEPT. Such transformation can achieve its intended objectives only when experienced field functionaries are given an opportunity to contribute. Excluding HSG-II and HSG-I cadres deprives CEPT of the practical operational expertise possessed by these officers.
8. The Association, therefore, respectfully requests your kind intervention to:-
(a) Review the eligibility criteria prescribed in the Notification dated 24.06.2026.
(b) Include HSG-II, HSG-I and HSG-I (NFG) cadres among the eligible cadres for applying to CEPT.
(c) Issue suitable instructions to the Technology Division to enable willing officials of these cadres to register their applications within the prescribed timeline by suitably extending the registration period, if necessary.
9. Sir, our Association firmly believes that equal opportunity should be available to every deserving cadre. The exclusion of only HSG-II/HSG-I cadres, despite their significant supervisory responsibilities and rich operational experience, appears inadvertent and deserves immediate reconsideration in the interest of fairness, as per Constitution of India, inclusiveness and the Department's technological advancement. This association sincerely hopes that this genuine concern of the supervisory cadre will receive your sympathetic and favourable consideration.
