Sub: Regarding undue pressure upon operational staff for achieving 100% digital payment transactions in post offices.

Respected Sir,

On the reference subject, this association wishes to draw your kind attention towards the growing mental pressure and operational difficulties being faced by the operational staff due to excessive insistence by the administrative authorities for achieving 100% digital payment transactions in post offices.

  1. At the outset, it is submitted that promotion of digital payment is undoubtedly a commendable initiative of the Department. Digital transactions ensure transparency, safety, accountability and support the Government’s vision of a cashless economy. The Association fully supports the promotion of digital payments through Departmental QR codes and SBI POS machines at post offices.
  2. It is pertinent to mention that operational staff working on MPCM counters are being continuously emphasized to promote digital payment during booking of Speed Post articles, Foreign Mail, registered articles and all other transactions conducted through MPCM counters. Similarly, delivery staff i.e. postmen are also being directed to ensure 100% digital payment during delivery of Cash on Delivery (COD) and Value Payable (VP) articles.
  3. Moreover, insistence upon customers to make payment only through digital mode often causes inconvenience and uneasiness amongst customers. In many cases, customers become irritated and arguments/quarrels with staff also arise at the counters and during delivery operations. Such situations adversely affect public relations and may ultimately discourage customers from availing postal services, which may also result in decline of Post Office revenue.
  4. While promotion of digital payment is appreciable, the insistence upon field staff to achieve 100% digital payment results has become a matter of serious concern. Daily telephonic calls and repeated monitoring from Divisional Offices to office in-charges regarding achievement of cent percent digital transactions have created an atmosphere of mental stress and agony amongst operational staff as well as Postmasters/Sub Postmasters.
  5. Due to such continuous pressure, many helpless MPCM counter officials are reportedly making payments through their own personal mobile phones and later collecting cash from customers merely to avoid administrative harassment. Consequently, the concerned officials are forced to use their personal funds for departmental transactions. In cases where transactions fail, the amount often remains blocked for several days despite raising tickets with the support desk, thereby causing financial loss and unnecessary hardship to the concerned employees.
  6. It is humbly submitted that digital payment should be encouraged and promoted through awareness and facilitation rather than through coercive targets and pressure tactics upon operational staff. The practical ground realities, network issues, customer preferences and transaction failures also need to be considered sympathetically.
  7. The Association, therefore, requests your godsell to kindly look into the matter personally and issue suitable instructions to all Heads of Circles/Heads of Divisions to avoid undue pressure upon operational staff for achieving 100% digital payment targets. Digital transactions may kindly be promoted in a practical and motivational manner without causing mental harassment to the employees working at counters and in delivery operations.
  8. An early intervention in the matter shall greatly relieve the operational staff and improve the working environment in post offices.
