Dear Comrades,
As per the notice dated 20.5.2026, the National Secretariat of Confederation of Central Government Employees and Workers was held at 11.00 AM on 19.6.2026 at Manishnath Bhawan, A2/95, Rajouri Garden, New Delhi 110 027 under the joint presidium of Com. P. Suresh Vice President and Com. S.B. Yadav, President.
Presidium welcomed all the members of National Secretariat and confirmed the agenda items. Out of 36 National Secretariat Members, 25 members attended the meeting. Presidium invited the Secretary General to proceed with agenda items.
Under the Agenda No.1, one minute silence was observed in memory of comrades passed away between last National Secretariat Meeting and this Meeting to pay the tribute to departed souls.
Under the Agenda No.2, minutes of the last National Secretariat Meeting held on 10.4.2026 at Hyderabad was placed by the Secretary General and passed unanimously.
Agenda No.3 and Agenda No.4 taken together and the Secretary General initiated the discussion on Pending issues and observation of agitational Program of Lunch hour demonstration held on 16.4.2026. All the National Secretariat members participated in the discussion and deliberated the following issues.
- 8th CPC memorandum, minimum wage of Rs.69,000/-, fitment factor 3.83, increment, etc.
- Supplementary additions to Confederation memorandum.
- Separate memorandum by affiliates and State CoCs.
- Cadre restructuring in various departments.
- Implementation of arbitration awards.
- Revision of Over Time allowance (OTA)
- Night Duty Allowance in Postal Department and other departments.
- Increase of bonus in 8th CPC.
- Parity of HRA in Rural areas and Urban areas.
- PGRC – Permanent Grievance Redressal Committee in all Departments.
- Activation of Departmental Council meetings.
- CGHS issues and cashless treatment under CGHS.
- CGHS benefits to GDS Employees.
- Medical reimbursement in AMA cities.
- Medical insurance scheme to CG Employees.
- Group insurance scheme.
- Regularisation of casual labours.
- GDS service for gratuity and pension scheme.
- Revision of educational qualification for GDS promotion from 10th Std to 12th Std.
- MACP as per departmental promotion hierarchy.
- Reduction in Manpower and increase of outsourcing.
- Regional Recruitment.
- Restoration of OPS.
- Stoppage of Outsourcing.
- Imposing of Rule 10 on leaders of the organisations.
- SCA and SDA allowance.
- Increase of Children Education allowance.
- Increase of Hill allowance.

Under Agenda No.5, Com. P.U. Khadse and Com. Tapas Bose who are the JCM members narrated about the JCM meeting held on 11.5.2026 and issues discussed in the meeting.
Under Agenda No.6, Com. P.U. Khadse Finance Secretary informed the house about the fund position of confederation and appealed all the affiliates to pay the renewal fee immediately to strengthen the Confederation. It was also informed that out of almost 140 affiliated organisations only 15 to 20 organisations are active balance organisations has to be contacted and revived. It was also decided to approve the renewal of affiliation to Indian Meteorology Department Non-Gazetted Staff Union and CoC of Punjab, Haryana and Chandigarh. It was also decided to include the All-India convenors of ITEF OPS Restoration Committee Com. Shekhar Tomar, Com. Manish Chowdury and Com. Tulaj A Nayar in Confederation NPS Committee.
Under Agenda No.7, it was decided in the house to conduct the conference immediately wherever the State CoCs conference are due and send the report before 31.8.2026. It was also decided the proposal of Com. P U Khadse to induct an IBM Comrade (Vidharbha CoC) in the National Secretariat will be decided in the next National Executive Committee Meeting.
The Secretary General summed up all the discussion on agenda vice and appealed the house to concentrate more on mobilising the central government employees particularly youngsters by visiting all the central government offices. Also assured to take up all the issues discussed in this meeting with concern authorities. The Proposal of Secretary General to launch vigorous Campaigning for restoration of OPS by reviving our agitational programs at major centres on single issue was Unanimously accepted by the house, details would be chalked out soon. Similarly holding of Regional TU Study Camps was also decided.
