OFFICE MEMORANDUM

Subject: Constitution of Committee for undertaking the Re-organisation and Rationalisation of Postal Accounts Offices (PAOs) – reg.

The undersigned is directed to convey the approval of the Competent Authority to constitute a Committee to undertake the Re-organisation and Rationalisation of Postal Accounts Offices (PAOs).

2. The composition of the Committee shall be as under:

3.The Committee may co-opt any officer(s) from the Directorate, Postal Accounts Offices, Postal Circles or any other unit of the Department, wherever considered necessary.

4. Terms of Reference

The Terms of Reference of the Committee will be as follows:

i. To examine the existing organisational structure, processes and functioning of the Postal Accounts Offices in the context of the current and emerging operational, financial and administrative requirements of the Department.

ii. To assess the functional requirements arising out of business expansion, digital transformation, IT-enabled operations, logistics, financial services and other strategic initiatives of the Department in the post APT 2.0 environment.

iii. To examine the requirement for creation, abolition, upgradation, downgrading, and redistribution of posts, keeping in view organisational priorities and the principles of optimum manpower utilisation.

iv. To review the roles and responsibilities of various cadres in the Postal Accounts Offices, including LDC, Junior Accountant, Senior Accountant, Assistant Accounts Officer, Accounts Officer and Senior Accounts Officer, and recommend measures for their optimum deployment and effective utilisation.

v. To assess the administrative and financial implications of the proposed rationalisation and endeavour to ensure that the recommendations are administratively feasible and financially prudent.

vi. To consult the concerned Postal Accounts Offices, Chief Internal Financial Advisers (CIFAs) and other stakeholders, wherever necessary, before finalising its recommendations.

5.The Committee will submit its report by 31.08.2026.

6.This issues with the approval of the Secretary (Posts).
