D.O. Letter on Enhancing Utilization of PoS Devices for Digital Payments in Post Offices

Department of Posts

Deputy Director General (PMU/Tech)

D.O. No. Te-51/10/2020-Tech
Dated: 16.07.2026
Respected Madam/Sir,
As you are aware, the Department has been consistently pursuing the objective of promoting digital payments across the postal network as part of our larger digital transformation initiative.

Following the successful Pan-India rollout of the Advanced Postal Technology (APT) application in August 2025, several digital payment modes, including APT Dynamic QR (DQR), UPI, Point-of-Sale (PoS) devices and SBI ePay, have been made available to facilitate seamless, secure and convenient digital transactions for customers while also simplifying transaction processing and enhancing operational efficiency for counter staff.

These collective efforts have led to substantial increase in the share of digital transactions from 3.25% in August 2025 to 59.68% in June 2026 (Annexure-I). During June 2026 alone, the Department processed approximately 99.81 lakh digital transactions out of a total of 1.67 crore transactions (Annexure-II), reflecting the growing acceptance of digital payment modes across the country. This achievement has been possible because of the sincere efforts made by all Postal Circles.

While the overall progress is commendable, a review of the transaction data indicates that the utilization of Point-of-Sale (PoS) devices continues to remain significantly below expectations. The usage details shared by the State Bank of India (Annexure III), reveal that only about 14.5% of the deployed PoS devices were actively used during June 2026. Besides underutilization of the available infrastructure, prolonged inactivity may also result in battery deterioration and other operational issues, affecting the readiness of the devices when required for customer transactions.

In view of the above, I request your personal intervention to instruct all field formations to make optimum use of the PoS devices available with them. As far as practicable, every post office equipped with a PoS device may be advised to carry out at least one successful PoS transaction on each working day. Such regular usage will help keep the devices operational, enhance customer awareness and confidence in digital payment facilities.

It is also requested that suitable instructions may be issued to all field units to actively promote PoS-based transactions, sensitize the staff regarding their importance, and closely monitor device utilization. Offices reporting consistently low PoS usage may be identified and provided necessary guidance and support so that timely corrective measures can be taken to improve performance.

With regards,
Yours Sincerely,
(Supriyo Ghosh)

To,
All Heads of Circles.
