Purpose

The notification amends the Post Office Regulations, 2024, primarily to:

1. Clarify the definition of Document Category for Speed Post.
2. Revise 24-Speed Post and 48-Speed Post tariffs.
3. Introduce separate tariffs for Retail Customers and Contractual Bulk Customers.

1. Revised Definition of Document Category

A document may contain written, printed, drawn, or communication material and may also include certain complimentary items without resale value.

Permitted Items

• Banking and financial documents:
  • Welcome kits
  • Letters
  • Passbooks
  • Cheque books
  • Bank statements
  • Plastic/debit/credit cards
• Government documents:
  • PAN Card
  • Aadhaar Card
  • Electoral Photo Identity Card
  • Passport
  • Driving Licence
• Items up to 500 grams:
  • Rakhi envelopes/packages
  • Greeting cards/packages

Exclusion

All other items not covered above will be treated under the Parcel Category.
