The Department of Posts has launched a nationwide exercise for the Comprehensive Review and Rationalisation of Administrative Units across all Postal Circles. The initiative aims to create a more customer-centric, technology-enabled, operationally efficient, and financially sustainable organization aligned with the evolving needs of postal services.

Why is this Review Being Undertaken?

However, the existing administrative framework has not undergone a comprehensive review in line with changing workloads, business volumes, technology adoption, and future organizational requirements.

Guiding Principles for Proposals

1. Optimum Utilisation of Existing Infrastructure

New administrative units should utilize:

Existing departmental land
Buildings
Office accommodation
Furniture
Equipment
Connectivity
Technology infrastructure

Additional expenditure should be minimized.

2. Manpower through Redeployment

Staffing requirements should be met through redeployment.
No proposal for creation of additional posts should be included.
Matching savings principle must be followed.
Source and destination of each redeployed post must be clearly specified.

3. Financial Viability

Every proposal should:

Be financially sustainable
Minimize recurring expenditure
Justify unavoidable costs
Demonstrate expected returns and benefits

Exceptional proposals improving efficiency or revenue generation may still be considered on merit if adequately justified.

Submission Timeline

All proposals, duly approved by the Chief Postmaster General and concurred by the CIFA, must reach the Postal Directorate on or before 31 July 2026.
