NAPE Group-C Raises Concerns Over Marketing & Sales Vertical; Seeks Immediate Directorate Intervention

Subject: Representation regarding serious practical challenges in the newly created "Marketing & Sales Vertical" and requesting intervention at the Directorate level.

Dear Sir,

I would like to bring to your kind notice the recent Office Memorandum issued by the Directorate regarding the creation of a separate "Marketing & Sales Vertical" in the Department of Posts. While our association fully appreciates the department's objective to augment revenue and professionalize customer outreach, there are serious apprehensions among the grassroots staff regarding several highly impractical clauses in this policy.

As the Regional Secretary of NAPE Group-C, Ajmer, I have received extensive feedback from the field staff highlighting critical operational flaws that could hamper the scheme's success and cause undue hardship to employees. I request you to kindly take up these vital points with the higher authorities at the Directorate level for immediate modifications:

1. Practical Challenges of Out-of-Division Postings (Clause 2.4.ii):

The clause allowing the department to post an Assistant Manager (Marketing & Sales) to a division other than their parent division is highly impractical. Ground-level marketing entirely depends on local public relations, personal goodwill, and regional market familiarity. An employee's established network in their home division will become completely redundant in an unfamiliar territory. Furthermore, deploying a Postal Assistant away from their hometown just for field marketing duties will lead to a total lack of voluntary participation from potential candidates.

2. Ambiguity in Logistics, Petrol, and Mobile Allowances (Clause 4):

The policy remains absolutely silent on essential day-to-day operational expenses, stating that the incentive structure will be notified later. There is no provision or clarity regarding Petrol/Travelling Allowances for extensive market visits, nor is there any mention of Mobile and Internet Data charges required for digital coordination. Employees cannot be expected to bear these official out-of-pocket expenses from their salaries. Without immediate, clear guidelines on financial reimbursements, this scheme will fail to gain baseline momentum.

3. Need for Strict Monitoring and Streamlining of Back-Office Operations:

The vertical solely focuses on fetching bulk business from the market. However, if the back-office staff inside the post offices is not equipped or monitored to process this incoming business (such as bulk Parcels, CCS, or new accounts) with matching speed, the department will face severe public criticism and lose customers. The Directorate must ensure that internal office operations are tightened and streamlined alongside deploying field staff.

4. Undue Mental Pressure of Premature Reversion (Clause 2.6):

Operating under the constant threat of premature reversion to the parent cadre due to "unsatisfactory performance" will create severe psychological pressure on the marketing staff. Penetrating a competitive market and generating stable revenue takes time. A guaranteed stabilization/gestation period should be mandated before any performance evaluation is initiated.

5. Immediate Provision of Digital Tools and Core Counter Staff Protection:

The selected staff must be provided with laptops, tablets, and corporate SIM cards from day one, rather than waiting for long procedural assessments. Additionally, diverting active Postal/Sorting Assistants into field marketing will trigger an acute staff shortage at the operational post office counters, multiplying workload on the remaining counter staff. The department must address counter staff shortages before execution.

Request: These ground-level realities clearly indicate that the scheme in its current form requires crucial amendments. On behalf of NAPE Group-C Ajmer, I earnestly request you to urgently intervene at the Directorate level, represent these critical grievances before the Secretary (Posts) / Director General, and demand necessary modifications—specifically ensuring Home Division postings, immediate clarification on Petrol & Mobile allowances, and protection of counter staff strength.
