Purpose
The Competent Authority has nominated Liaison Officers in various Divisions/Units of J&K Circle for matters relating to:
- Scheduled Castes (SC)
- Scheduled Tribes (ST)
- Other Backward Classes (OBC)
- Persons with Benchmark Disabilities (PwBD)
- Economically Weaker Sections (EWS)
- Ex-Servicemen (ESM)
Liaison Officers Nominated
A total of 9 officers have been nominated for:
- Circle Office, J&K Circle
- Srinagar Division
- Jammu Division
- PSD Jammu
- Rajouri Division
- Baramulla Division
- Udhampur Division
- Ladakh Division
- RMS JK Division (Jammu/Srinagar)
Key Responsibilities of Liaison Officers
As per DoPT OM No. 43011/153/2010-Estt.(Res.) dated 08.12.2022, the Liaison Officers shall:
- Ensure compliance with reservation policies for SC, ST, OBC, PwBD, EWS and Ex-Servicemen in recruitment and service matters.
- Monitor and consolidate reservation reports regarding representation and appointments of reserved categories and submit them to the concerned authorities.
- Assist in Departmental Promotion Committees (DPCs) by ensuring availability/association of SC/ST/OBC officers wherever required.
- Examine de-reservation proposals and ensure complete justification before referring cases to DoPT and National Commissions.
- Coordinate with National Commissions and grievance authorities in matters relating to complaints, investigations and information collection.
- Inspect reservation rosters/registers annually to ensure proper implementation of reservation rules.
- Act as a link between the Department and DoPT/Department of Ex-Servicemen Welfare on reservation-related matters.
Administrative Instructions
- Responsibilities of Liaison Officers have been enclosed with the order.
- ADPS (Training), Circle Office Jammu, has been directed to arrange mandatory training and capacity-building programmes for all nominated Liaison Officers.
- ADPS (Technology) has been instructed to upload the order on the departmental website.
- All Divisional Heads and Group Officers have been informed for necessary action.
