Nomination of Liaison Officers for SC, ST, OBC, PwBD, EWS and Ex-Servicemen in J&K Circle

Purpose

The Competent Authority has nominated Liaison Officers in various Divisions/Units of J&K Circle for matters relating to:

  • Scheduled Castes (SC)
  • Scheduled Tribes (ST)
  • Other Backward Classes (OBC)
  • Persons with Benchmark Disabilities (PwBD)
  • Economically Weaker Sections (EWS)
  • Ex-Servicemen (ESM)

Liaison Officers Nominated

A total of 9 officers have been nominated for:

  • Circle Office, J&K Circle
  • Srinagar Division
  • Jammu Division
  • PSD Jammu
  • Rajouri Division
  • Baramulla Division
  • Udhampur Division
  • Ladakh Division
  • RMS JK Division (Jammu/Srinagar)

Key Responsibilities of Liaison Officers

As per DoPT OM No. 43011/153/2010-Estt.(Res.) dated 08.12.2022, the Liaison Officers shall:

  1. Ensure compliance with reservation policies for SC, ST, OBC, PwBD, EWS and Ex-Servicemen in recruitment and service matters.
  2. Monitor and consolidate reservation reports regarding representation and appointments of reserved categories and submit them to the concerned authorities.
  3. Assist in Departmental Promotion Committees (DPCs) by ensuring availability/association of SC/ST/OBC officers wherever required.
  4. Examine de-reservation proposals and ensure complete justification before referring cases to DoPT and National Commissions.
  5. Coordinate with National Commissions and grievance authorities in matters relating to complaints, investigations and information collection.
  6. Inspect reservation rosters/registers annually to ensure proper implementation of reservation rules.
  7. Act as a link between the Department and DoPT/Department of Ex-Servicemen Welfare on reservation-related matters.

Administrative Instructions

  • Responsibilities of Liaison Officers have been enclosed with the order.
  • ADPS (Training), Circle Office Jammu, has been directed to arrange mandatory training and capacity-building programmes for all nominated Liaison Officers.
  • ADPS (Technology) has been instructed to upload the order on the departmental website.
  • All Divisional Heads and Group Officers have been informed for necessary action.
