ORDER

With the approval of the Competent Authority, it has been decided that Secretary (Postal Services Board) shall be the Head of Department (HoD) in respect of the CCS & RB Directorate for all financial purposes, at par with other Divisions and Directorates functioning at Dak Bhawan.

Accordingly, all Administrative and Financial Powers in respect of the CCS & RB Directorate shall henceforth be exercised in accordance with the applicable rules, regulations, and delegation of powers, with Secretary (PSB) acting as the designated HoD for all financial purposes.

Accordingly, the prescribed changes in Administrative and Financial Powers of CCS & RB Directorate shall be as follows:

(i) The CCS & RB Directorate shall be treated as a Division under the Postal Directorate for Establishment, Budgetary and Financial purposes.

(ii) No separate budgetary allotment shall be made for the CCS & RB Directorate and its expenditure shall be met from the budget of the Postal Directorate under the relevant Heads of account.

(iii) Secretary (PSB) shall be the Head of Department (HoD) in respect of the CCS & RB Directorate for all purposes, including exercise of Financial powers and sanction/processing of all establishment-related and personal claims as per the extant arrangement.

(iv) The existing functional/operational arrangements and reporting channel of the CCS & RB Directorate shall remain unaffected.

This issues with immediate effect.
