SENIOR/JUNIOR CLAUSE – CLARIFICATIONS
"Where juniors who have completed qualifying or eligibility service are eligible for Limited Departmental Competitive Examination or Competitive Examination, their seniors would also be eligible for such examination provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade, subject to the condition that both the senior and junior were recruited through the same mode of recruitment and were holding the same feeder cadre prior to appointment to the present post on regular basis.
This condition shall not be applicable with reference to such junior officials who lost their seniority after availing transfer under Rule-38 of Postal Manual Volume-IV."

"2. The officials of the PA(SBCO) cadre who opted to switch over to PA (PO) cadre were placed en bloc below all officials of PA (PO) in the Circle's gradation list as on 31.12.2022. Furthermore, due to the merger, no change occurred in the relative position or seniority of PA (PO) cadre officials, and their placement in the gradation list remained unaltered. Therefore, no advantage or disadvantage accrued to PA (PO) officials on account of the said merger.
It is clarified that the benefit of the Senior/Junior Clause shall not be applicable to PA (PO) officials with reference to merged PA (SBCO) officials for the purpose of LDCE for Inspector Posts (IP)."

I am directed to refer to clarification sought by some Circles on the above subject and to inform that the Personnel Division of Postal Directorate has issued clarification vide O.M. No. X-07/5/2025-SPN-II-DOP dated 17.10.2025 regarding the Senior-Junior Clause for LDCE IP.
All Circles are requested to deal with this matter as per instructions stipulated in the said O.M. dated 17.10.2025.

Subject: LDCE for promotion to Inspector Posts (IP) Cadre for vacancy year 2025-clarification on Senior/Junior Clause-reg.
The undersigned is directed to refer to DE Section communication no. DE-12/3/2025-DE-DOP-Part (1) dated 16.10.2025 on the above cited subject.
In this regard, DE Section is requested to take necessary action or issue suitable instructions in the matter in light of the following provision:

Subject: Clarification regarding applicability of Senior/Junior Clause to PA(PO) officials with reference to PA(SBCO) officials merged with PA(PO) in connection with LDCE-IP-2025.
Madam/Sir,
I am directed to refer to the above mentioned subject and to state that the merger of PA(SBCO) cadre with the PA(PO) cadre was a one-time administrative measure undertaken to bring uniformity across operative cadres.
The officials of the PA(SBCO) cadre who opted to switch over to PA (PO) cadre were placed en bloc below all officials of PA (PO) in the Circle's gradation list as on 31.12.2022. Furthermore, due to the merger, no change occurred in the relative position or seniority of PA (PO) cadre officials, and their placement in the gradation list remained unaltered. Therefore, no advantage or disadvantage accrued to PA (PO) officials on account of the said merger.
In view of the above, it is clarified that the benefit of the Senior/Junior Clause shall not be applicable to PA (PO) officials with reference to merged PA (SBCO) officials for the purpose of LDCE for Inspector Posts (IP) - 2025.
This issues with the approval of Competent Authority.
