1. Introduction
The Department of Posts is implementing the Insurance Management Solution (IMS) for Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). To facilitate the smooth rollout of IMS, a comprehensive Train-the-Trainer (Cascade) Model has been planned.
Under this model:
- Master Trainers will be trained first.
- Master Trainers will subsequently train User Champions.
- User Champions will impart training to end users in the respective Circles.
2. Re-examination of Master Trainer Nominations
A workshop was conducted at CEPT, Mysuru on 23.07.2026 to discuss:
- IMS training rollout plan
- Training methodology
- Nomination criteria for Master Trainers
- Responsibilities of various stakeholders
It was observed that nominations received from Circles did not conform to the agreed criteria. Nominations included DO PLI officials, IPs/ASPs, System Administrators and officials performing miscellaneous duties.
Accordingly, all Circles have been requested to re-examine the nominations already submitted and furnish revised nominations strictly according to the prescribed criteria.
3. Master Trainer Nomination Criteria

| Per PAO Office | 1 Trainer | One nominee from every Postal Accounts Office in the Circle. |
| North Eastern Circle | DO PLI + RAKNPA | Due to geographical considerations, one nominee per CPC and Division instead of one per region. Also, one IP/ASP and one PS Group B official. |
| RAKNPA & PTCs – Apex Pool | As specified | RAKNPA – 4; PTC Guwahati & Madurai – 2 each; PTC Mysuru & Vadodara – 4 each; PTC Saharanpur & Darbhanga – 3 each. |
| DPLI Kolkata & Investment Division Mumbai | 2 | DPLI Kolkata – 1; Investment Division Mumbai – 1. |
4. Eligibility and Responsibilities of Master Trainers
The nominated officials should possess:
- Sound knowledge of PLI/RPLI business processes and policy servicing.
- Effective communication and training skills.
- Availability for the complete six-day Master Trainer Training Programme at PTC Mysuru.
- Availability for subsequent training programmes within the Circle.
- Capability to provide post-training handholding and functional support to User Champions and end users during IMS implementation and rollout.
5. Role of Nodal Officer
The Director Postal Services (HQ) will function as the Nodal Officer for IMS training activities within the Circle.
The Nodal Officer will oversee the overall preparedness, implementation and rollout of the IMS training programme.
6. Role of Circle SPOC
Each Circle has already identified a Circle SPOC for IMS Training. The SPOC will coordinate:
- Nomination of Master Trainers and User Champions.
- Preparation and execution of the Circle Training Plan.
- Scheduling of training programmes.
- Deployment and relieving of trainers.
- Day-to-day monitoring of training progress.
- Coordination with PLI Directorate, CEPT and Training Division.
- Submission of training completion reports and sign-off certificates through the prescribed portal.
7. Submission of Revised Nominations
All Circles are required to submit revised Master Trainer nominations, complete in all respects and in the prescribed format, through Google Sheet by:

The nominations are required to enable timely organisation of the Master Trainer Training Programme at PTC Mysuru.
8. Master Trainer Training Schedule
The Master Trainer Training at PTC Mysuru is tentatively scheduled as follows:
14.09.2026 to 26.09.2026 – Two Batches
The exact batch-wise training schedule will be communicated separately.
Circles have been requested to ensure the availability of nominated Master Trainers as per the training schedule.
