Sub: Immediate Intervention Requested Against Target‑Based Harassment and Victimisation of Departmental and GDS Employees in Karnataka Circle

Reference: Postal Directorate Letter No. SR‑08/1/2025‑SR‑DOP dated August 2026 (Minutes of meeting held on 03.08.2026 under Member (P) with BPEF affiliated associations).

Key Concerns Raised:

• Unscientific individual targets imposed on Departmental and GDS employees.

• Identification of “low performers” and initiation of adverse actions (explanations, warnings, memos under Rules 16/14/10).

• Circulation of a Google spreadsheet in Karnataka Circle compiling “Action taken against Low Performers and Good Performers” for August 2026.

• Contradiction with Directorate’s clarification: “No direct targets are assigned to Departmental and GDS Employees.”

Reported Adverse Practices:

1. Explanations called for – Low Performers.

2. Warnings issued – Low Performers.

3. Memos issued under Rules 16/14/10 – Low Performers.

4. Appreciation letters issued – Good Performers.

Federation’s Concerns:

• Pressure to achieve unrealistic targets.

• Humiliation and harassment in the name of performance monitoring.

• Disciplinary proceedings without officially prescribed targets.

• Deterioration of morale and working environment.

Use of Unacceptable Language

• Complaints about abusive and humiliating language used by supervisory officers, including the Chief PMG, Karnataka Circle, during a meeting in Dharwad.

• Federation emphasizes dignity and respect for all employees.

Requests to Directorate

1. Stop collection of “Low Performer” reports in Karnataka Circle.

2. Withdraw report cards and ensure no individual targets are imposed.

3. Prevent disciplinary action based on unofficial targets.

4. Issue instructions for scientific, transparent, and respectful performance monitoring.

5. Investigate complaints of abusive language by supervisory officers.

6. Reiterate that discipline should be achieved through proper procedures, not coercion or humiliation.
