Administrative Provisions (Annexure I):
- Cases exceeding delegated powers or not covered under categories must be referred to the Directorate.
- Local Technical Committee headed by Additional Director with two GDMOs will examine cases.
- Deficiencies in documents to be communicated within 3 working days; complete cases to be decided within 15 working days.
- Post-facto approval allowed in emergencies/unavoidable circumstances, subject to scrutiny.
- Monthly reporting, audit compliance, and review mechanisms mandated.
Effect:
- All previous instructions requiring STC examination are superseded by this memorandum.
