Subject:Relaxation under CCS (Leave Travel Concession) Rules, 1988 — travel by air to North East Region (NER), UT of Jammu & Kashmir, UT of Ladakh, and Andaman & Nicobar Islands — extended for two years beyond 25.09.2026, i.e., from 26.09.2026 to 25.09.2028.
Key Terms & Conditions:
- Eligible employees may convert one Home Town LTC in a four-year block to visit NER/A&N/J&K/Ladakh.
- Employees whose Home Town and Headquarters are the same cannot convert Home Town LTC.
- Employees whose Home Town lies in one of these regions may use conversion to visit any of the other three regions.
- Fresh recruits may convert one Home Town LTC and get one additional conversion for J&K/Ladakh.
- Air travel entitlement:
- Entitled employees: may travel by air from Headquarters in entitled class by any airline.
- Non-entitled employees: may travel in economy class by any airline in specific sectors:
- Kolkata/Guwahati ↔ NER
- Kolkata/Chennai/Visakhapatnam ↔ Port Blair
- Delhi/Amritsar ↔ J&K/Ladakh
- Non-entitled employees may also travel directly by air from Headquarters to these regions, subject to reimbursement conditions.
- Booking and reimbursement must follow DoPT’s OMs dated 29.08.2022 and 20.10.2023.
- Misuse of LTC will invite disciplinary action; departments must verify air ticket costs randomly.
- Orders issued in consultation with C&AG of India under Article 148(5) of the Constitution.
