Subject: Operational hardship on counter officials due to generic Finacle alert during TD/MIS/SCSS closures — Request for high-level intervention with Postal Directorate & CEPT for Automated System Validation.
Respected Sir,
On behalf of the National Association of Postal Employees (NAPE Group C), Ajmer Region, I draw your urgent attention toward severe operational bottlenecks caused by the newly deployed Finacle patch regarding the closure of Time Deposit (TD), Monthly Income Scheme (MIS), and Senior Citizens Savings Scheme (SCSS) accounts.
While the union fully supports the Department’s objective to ensure no legitimate interest of depositors remains trapped in Sundry Accounts post-closure, the current software patch is technically flawed, shifting the entire verification burden onto front-line counter operators.
We request your powerful intervention with the Directorate and CEPT based on the following concrete technical grounds:
- Flawed Blanket Alert System: Finacle throws a generic/blanket warning pop-up on 100% of closures, irrespective of whether an uncredited Sundry balance exists or not. During peak hours, manually querying Sundry screens for every closure is impractical and severely degrades counter efficiency.
- Requirement of Condition-Triggered Warning: The system alert must be account-specific and condition-driven. The pop-up should trigger only when the system detects an actual non-zero interest balance in the Sundry account linked to that specific CIF/account. For zero-balance cases, the closure should proceed seamlessly without redundant pop-ups.
- Automated Interest Fetching (Poka-Yoke Mechanism): Finacle should automatically fetch and prompt pending Sundry interest within the main closure menu itself, allowing single-click payout. Manual cross-verification across multiple menus under pressure invites human error.
- Protection Against Unwarranted Contributory Liability: Historically, staff members have faced administrative recoveries or Rule-14/16 actions due to CEPT software-level design loopholes. Systemic gaps must be fixed at the backend by CEPT rather than penalizing field staff for software inadequacies.
Demands for Directorate / CEPT Intervention:
- We earnestly request you to strongly represent this matter before the Postal Directorate and CEPT to ensure the following modifications:
- Remove generic pop-ups for accounts with zero Sundry interest balance.
- Enforce Hard Backend Validation: Configure Finacle to auto-detect pending Sundry interest and restrict final closure only until the pending interest is auto-routed/disbursed.
- We are confident that under your dynamic leadership, you will take up this issue forcefully at Dak Bhawan to protect counter staff from mental harassment and unwarranted disciplinary action.
