Subject: Implementation of the Government's decision on the recommendations of the Sixth Central Pay Commission regarding the revision of Training Allowance and Sumptuary Allowance.

Supersedes previous O.M.s:

• O.M. No. 12017/2/86-Trg.(TNP) dated 31.3.1987.
• O.M. No. 12017/2/86-Trg. dated 9.7.1992.
• O.M. No. 130246/99-Trg.II dated 30.11.1999.

Key Approvals:

• The President approved the revised rates of Training Allowance and Sumptuary Allowance effective from 1st September 2008.

Training Allowance Revisions:

• Rate: Increased to 30% of basic pay for trainers (excluding permanent faculty) from Government, universities, and academic institutions in National/Central Training Academies and Institutes for Group A officers.

Conditions:

• Separate deputation allowance will not be paid to trainers receiving Training Allowance.
• Training Allowance continues during study or training-related tours.
• Existing conditions from O.M. dated 31.3.1987 remain unchanged for other training establishments.

Sumptuary Allowance Revisions:

• Director/Head of National/Central Training Establishments (Group A): Increased to Rs. 3,500/month.
• Course Directors: Rs. 2,500/month.
• Counsellors: Rs. 2,000/month.
• Definition of Basic Pay: Pay in the prescribed pay band + applicable grade pay (excludes special pay, etc.).

Additional Notes:

• Orders apply to the Indian Audit & Accounts Department after consultation with the Comptroller & Auditor General of India.
