8th CPC Common Memorandum: Drafting Committee, Submission Guidelines & Key Demands for Central Govt Employees

Meeting Details:

• An extended meeting of the Staff Side Members of the Standing Committee of the National Council-JCM was held in New Delhi on April 22, 2025.
• The agenda included discussions on the common memorandum for the 8th Central Pay Commission (CPC), covering topics like Minimum Wage, Fitment Factor, Pay Scales, Allowances, Advances, Promotion Policy, MACP Benefits, Pensionary Benefits, and other employee and pensioner benefits.

Attendees:

• Representatives from various organizations, including M. Raghaviah, Shiva Gopal Mishra, S.N. Pathak, J.R. Bhosle, Guman Singh, C. Srikumar, R. Srinivasan, Ch. Sankara Rao, B.C. Sharma, Rupak Sarkar, Tapas Bose, R.S. Reddy, L.N. Pathak, and members from the Confederation.

Decisions Taken:

Drafting Committee Formation:

A committee will be formed with representatives from:

• AIRF (3), NFIR (3), AIDEF (2), INDWF (1), BPMS (1), CDRA (1), ITEF (1), and Audit & Accounts (1).
• Nominations must be submitted by April 30, 2025.

Committee Meeting:

• The drafting committee will meet in June 2025 at the Staff Side office in New Delhi to prepare the memorandum.

Submission of Views:

• Constituent organizations are requested to submit their views on the topics (in PDF and Word formats) by May 20, 2025, via email: nc_jcm.np@gmail.com.

Endorsement of Common Memorandum:

• Organizations submitting individual memoranda to the 8th CPC must endorse the common memorandum of the Staff Side.

Convenership:

• The Secretary of the Staff Side, Shiva Gopal Mishra, will serve as the convener of the drafting committee.

Next Steps:

• The finalized memorandum will be discussed further in a meeting with the Staff Side and constituent organizations before submission.

Key Focus Areas for 8th CPC Memorandum:

• Minimum Wage, Fitment Factor, Pay Scales, Allowances, Advances, Promotion Policy, MACP Benefits, Pensionary Benefits (for current and past pensioners), and other employee welfare measures.

Action Items:

• Nominate representatives by April 30, 2025.
