Subject: Instructions to the Circles regarding official tour.

Key Directives:
Prior Approval Mandatory:

• Officers must obtain prior approval from the Competent Authority before undertaking any tour outside their jurisdiction, even for meetings or official work directed by higher authorities.

Emergent Situations:
In emergencies, officers must:

• Inform the Competent Authority immediately.
• Submit a post-facto note after tour completion for approval.

Approval Authority:

• For Heads of Circles, the Competent Authority is the Director General Postal Services (DGPS).

Compliance:

• All Circles must circulate these instructions to concerned officers.
