Subject: Sensitization of Employees and Verifying Officers Regarding Due Diligence in the Application and Verification Process Under Rule-38 Online Portal

Madam/Sir,

It has been observed that several transfers approved through the Rule-38 Online Portal have been subsequently cancelled due to errors in the application and verification process. Such recurring lapses raise serious concerns about the integrity and reliability of the current verification mechanism. Whether inadvertent or deliberate, these errors cast doubt on the bona fide intent of the applying officials and verifying authorities, thereby undermining the transparency of the transfer process.

Additionally, it has come to notice that some Divisions/Units are not conducting thorough scrutiny of applicants' service records before recommending transfers. This has led to the approval of ineligible applications, resulting in subsequent requests for cancellation. Such instances necessitate an urgent review of existing procedures to restore confidence and ensure accountability in the system.

In light of the above, all Circles are directed to:

Sensitize all concerned employees and verifying officers about the critical importance of due diligence during the application and verification process under Rule-38.

Clearly communicate that any further lapses will be viewed seriously, and responsibility for errors will be fixed accordingly.
