Subject: Reservation in Promotion to Persons with Benchmark Disabilities (PwBD) – Grant of Notional Promotion w.e.f. 30.06.2016
Background
This memorandum refers to a request by the Chhattisgarh Circle for clarification on procedures for reserving promotional opportunities for Persons with Benchmark Disabilities (PwBD), effective from 30.06.2016, including handling of unfilled vacancies and the requirement of DEST (Data Entry Skill Test).
Key Issues and Clarifications
- DEST Requirement: PwBD candidates eligible for promotion but who haven't appeared in DEST must now take the test unless exempted.
- Supernumerary Posts: Must be created for PwBD candidates when no vacancies are available at the time of promotion implementation.
- Carry Forward of PwBD Vacancies: PwBD vacancies from previous years can be carried forward and exchanged with other categories if necessary, but will lapse after two unsuccessful recruitment cycles.
Guidelines from DoPT
As per OM No. 36012/1/2020-Estt (Res-II) dated 17.05.2022 and 28.12.2023:
- Vacancy zones can be extended up to 5x if PwBD candidates are not available.
- Vacancies may be exchanged among different disability categories to minimize lapse.
- Vacancies may be filled by non-PwBD only after exhausting all options.
Illustrative Examples
Two illustrations were provided showing how to exchange vacancies among VH, HH, OH, and other disability categories while following merit and order of vacancies.
Recruitment Methodology (Postman/Mail Guard)
As per G.S.R. No. 638(E) dated 30.08.2023:
- 50% of posts filled through MTS promotion
- Remaining through GDS Competitive Exam or open market recruitment
Unfilled PwBD vacancies must follow this sequence and be carried forward appropriately.
Action Required
Circles must implement the clarifications provided to ensure minimal lapse of PwBD vacancies and follow proper reservation protocols.
