Key Outcomes and Proposals from the Second Cadre Restructuring Meeting for Left-Out Categories

Dear Comrades,
This is to inform you about the second meeting of the Cadre Restructuring Committee for left-out categories (RMS, CO RO, PA MMS), which was held today under the chairmanship of Shri K. Prakash, CPMG Karnataka.

The meeting was attended by Com. N. S. Gunapal, Working President CHQ RIII, and Com. C K Manjesh, DS MMS, who presented the following proposals on behalf of CHQ R3:

Com. Pradip U. Khadse, GS RIII, joined the meeting virtually and contributed to the discussion on all points pertaining to the MMS wing.

CHQ RIII Proposals Submitted:
  1. One LSG Supervisor post for any set with 5 or fewer Sorting Assistants (SAs).
  2. One HSG II and one LSG post for any set with 5 to 10 SAs.
  3. Sets with more than 10 SAs to be headed by an HSG I official.
  4. Filling of all vacant HSG II and HSG I posts by relaxing Recruitment Rules as a one-time measure.
  5. Upgradation of Staff-1, Staff-2, Establishment, and Mails branches in Divisional Offices to LSG.
  6. Upgradation of the SRO (Section Superintendent) post in all Level-1 offices to HSG I.
  7. Upgradation of the SRO post in all Level-2 offices to HSG II.
  8. The Incharge of DBO (Data Base Office) to be granted LSG status.
  9. Identification of System Administrator posts as LSG.
  10. Posts of Manager, AHRO, HSA of NSH, PH, and CCRC to be designated as HSG I.
  11. CMA posts in major TMO units to be designated as HSG I.
  12. All independent MSA/MA posts in mail offices to be upgraded to LSG.
  13. All HRO posts to be designated as HSG I NFG.
  14. Posts of Pay Bill OA, Control Room OA, and Cashiers in MMS divisions to be upgraded to LSG.
  15. Creation of one HSG II Administration Supervisor post in MMS.
During the discussions, the Chairman sought our views on the potential merger of cadres. The CHQ representatives strongly opposed any such merger. Instead, we proposed allowing Rule 38 transfers between SA & PA and Postman & Mail Guard, permitted once during a service period, as a viable alternative.
