Subject: Roll out of Phase I of Delivery Centres for centralized delivery of all types of postal articles including Speed Post, Registered, Parcel and ordinary articles by Delivery staff – reg.
This has reference to Postal Directorate letter of even no. dated 17th February, 2025 on the above referred subject issuing thereby Policy guidelines on centralized delivery of all types of postal articles including speed post, registered, parcel and ordinary articles by delivery staff though setting up of Delivery Centres (DC).
2. Further, Circle-wise target for 430 Brownfield Delivery Centre under Phase I (i.e. Delivery Centres which will be opened by the Department within the existing buildings with required civil & electrical work) were also circulated to the Circles.
3. It has been observed that 344 Delivery Centres had been operationalized by the Circles against the allotted target of 430 Brownfield Delivery Centre. However, it has been observed that some of the rolled out Delivery Centres (DC) have not been supplied with all the identified operational equipments, leading to inconsistent performance of Delivery Centres. Delay in availability of funds under the Postal Logistics and Infrastructure Project (PLIP) Scheme have also contributed to the non-supply of operational equipments to Delivery Centres.
4. It has, therefore, been decided that roll out of additional Delivery Centres in the Circles may be paused till the funds for the Delivery Centres are available under the Postal Logistics and Infrastructure Project (PLIP) Scheme.
