Rule 1: Short title, Commencement and application

Short title: These rules may be called the Central Civil Services (Conduct) Rules, 1964

Commencement: 12.12.1964

Application: These rules shall apply to every person appointed to Civil service or post including a civilian in Defence Service in connection with the affairs of the Union

GID 4: Not applicable to P & T Extra Departmental Agents (Now called as Gramin Dak Sevaks)

Rule 2: Definitions

(a) The Government means the Central Government

(b) The Government servant means any person appointed to Civil service or post including a civilian in Defence Service

(c) members of the family means:

(i) husband or wife whether resides with the Government servant or not

(ii) son or daughter or step-son or step-daughter wholly dependent on him

(iii) any other person related by blood or marriage and wholly dependent

Rule 3: General

(1) Every Government servant shall at all times:

(i) maintain absolute integrity

(ii) maintain devotion to duty

(iii) do nothing which is unbecoming of a Government servant

(iv) maintain political neutrality

(2) Supervisor posts shall ensure integrity of subordinates under their control

Rule 3-A: Promptness and Courtesy

Rule 3-B: Observance of Government's policies

Every Government servant shall:

(i) act in accordance with Government's policies regarding age of marriage, preservation of environment, protection of wildlife and cultural heritage

(ii) Observe Government's policies regarding prevention of crime against woman

Rule 3-C: Prohibition of sexual harassment

(1) No Government servant shall indulge in any act of sexual harassment

(2) Every Government servant in charge shall prevent sexual harassment at workplace

Sexual harassment includes:

(i) physical contact and advance

(ii) demand or request for sexual favours

(iii) making sexually coloured remarks

(iv) showing pornography

(v) any other unwelcome conduct of sexual nature

Important GIDs (General Instructions & Decisions)

GID 1: Intimation required regarding conviction in criminal court

GID 2: Intimation required regarding arrest for any reason

GID 4: Prior permission needed before joining educational institutions outside office hours

GID 11: Permission not necessary for seeking redress in Courts of Law

GID 12: Punishment for neglecting wife or family in unbecoming manner

GID 17A: Show courtesy to MPs and MLAs but act according to own judgment

Rule 4: Employment of near relatives

No Government servant shall use his position to secure employment for family members in any company or firm

Rule 5: Taking part in politics and elections

(1) No Government servant shall be member of political party or aid political activity

(2) Prevent family members from subversive activities against Government

GID 5: Cannot propose/second nomination of candidate or act as political agent

GID 6: Must maintain political neutrality

Rule 6: Joining of Associations by Government servants

Rule 7: Demonstration and strikes

GID 3: Disciplinary action for participation in 'Gherao'

GID 5: No salary for strike days + disciplinary action

Rule 8 & 9: Connection with press and Criticism of Government

Rule 8: Connection with press or other media

GID: 30 days time limit for permission assumption

Rule 9: No adverse criticism of Government policies

Exception: Bona fide expression as trade union office bearer

Rule 10 & 11: Evidence and Communication of official information

Rule 10: Evidence before Committee or any other authority

Rule 11: Communication of official information

GID 4: Only authorized officers may give information to Press

Rule 12 & 13: Subscriptions and Gifts

Rule 12: No asking for/accepting contributions without sanction

Rule 13: No acceptance of gifts except from near relatives/personal friends

Gift value limits for reporting:

Group A: ₹25,000 | Group B: ₹15,000 | Group C: ₹7,000

GID 11: Asking for/accepting 'Tips' is derogatory

Rule 13-A: Dowry

No Government servant shall:

(i) give or take or abet giving/taking of dowry

(ii) demand directly or indirectly any dowry

Definition: Does not include dower or mahar in Muslim Personal Law

Rule 14 & 15: Public demonstrations and Private trade

Rule 14: Public demonstrations in honour of Government servant

Rule 15: Private trade and employment - requires sanction except:

(a) honourary social/charitable work

(b) occasional literary, artistic or scientific work

(c) participation in sports as amateur

GID 12: Can enroll as Advocate but cannot practice

Rule 15-A & 16: Government accommodation and Investments

Rule 15-A: No subletting of Government accommodation

Rule 16: Investments, lending and borrowing

GID 3: Senior officers shall not approach subordinates for standing surety

Rule 17 & 18: Insolvency and Property

Rule 17: Avoid habitual indebtedness or insolvency

Rule 18: Movable, immovable and valuable property declarations

Annual returns for Group A & B before 31st January

Report movable property transactions exceeding 2 months' basic pay

Movable property includes: jewelry, insurance policies, shares, loans, vehicles, electronics

Rule 18-A: Property outside India

Restrictions in relation to acquisition and disposal of immovable property outside India and transactions with foreigners

GID 2: 60 days time limit for permission assumption

Rule 19 & 20: Vindication and Canvassing

Rule 19: No recourse to Court/press for vindication without sanction

Rule 20: No bringing political or outside influence for service matters

GID 4: Representation by relatives discouraged except in special cases

Rule 21 & 22: Marriage and Intoxicants

Rule 21: Restrictions regarding marriage

No bigamy | Report marriage with foreign national

Rule 22: Consumption of intoxicating drinks and drugs

Not under influence during duty | No public intoxication

GID 3: Club is public place | Drinking in lodging room allowed

Rule 22-A & 23-25: Final Rules

Rule 22-A: Prohibition regarding employment of children below 14 years

Rule 23: Government's interpretation is final

Rule 24: Delegation of Powers

Rule 25: Repeal and Savings
