PSSWB Meeting 2025: Postal Staff Welfare Schemes Enhanced - Death Relief, Education Grants & Sports Funding Increased

AGENDA ITEM NO. 1

Increase in the limit of annual allocation of funds to the Postal Sports Board from 30% to 40%.

Decision: Allotment from Postal Services Staff Welfare Board to Postal Sports Board for the organization of Sports events during a calendar year has been increased from 30% to 40% of the total granted fund to PSSWB in a financial year, w.e.f. 1st April 2025.

AGENDA ITEM NO. 2

Increase in Grant-In-Aid to Circle Welfare Boards for Departmental Employees.

Decision: Grant-in-aid to the Circle Welfare Boards for Department Employees has been increased from Rs 100/- to Rs. 200/- per person per year w.e.f. 1st April 2026.

AGENDA ITEM NO. 3

Revision in various Welfare Schemes (w.e.f. 1st April 2026).

Decision: The board decided to increase the rates as per the report of the High-Level Committee as follows:

a. Financial Assistance (FA) in case of Death of Departmental Employees:

AGENDA ITEM NO. 4

Utilisation of 5% of the total Central Welfare Fund for day-to-day activities, including transfer to the Postal Sports Board and Hiring of Professional Services.

Decision:

a. With respect to the clause of the constitution of PSSWB, 5% of the annual Grant-in-aid of the PSSWB was to be retained for special cases. It has now been unanimously decided by the board that the amount may be used for extraordinary cases of illness (not regular medical reimbursement) of DE/GDS.

b. Hiring of Professional Services (eg, CA) may be done as per needs, full powers delegated to the Member (in-charge).

OTHER ITEMS

As per the advice of the Chairperson of the Postal Services Staff Welfare Board, the following decisions were also taken:

a. Balance funds in Savings Bank accounts of PSSWB (except required for allocations for the financial year and routine expenditure) shall be invested in Fixed Deposits and the accrued interest can be utilized for welfare measures.

b. For the promotion of sports in DOP beyond the level of All India Postal Tournaments, there should be focus on specific sports with high performing players at the National/International Level. A quarterly report needs to be prepared identifying the outstanding players (National/International Level). A road map needs to be prepared to improve the performance of the best of the outstanding players at the National/International level, with identification of additional fund sources for sponsorship/training beyond the funds available in the Welfare/Sports Fund.
