Subject: Regarding the revision of appropriate honorarium for postal employees on examination duty, considering the current inflation.

Respected Sir,

On behalf of all cadres of departmental employees, we wish to draw your attention to a serious and disappointing anomaly.

As you are aware, postal employees perform their duties in examinations conducted by various examination agencies with complete dedication and honesty. This duty often extends beyond office hours and includes public holidays (Sunday/Gazetted Holiday). We regret to state that despite our dedication, we are not being paid an appropriate honorarium by the department.

Currently, we are being paid Overtime Allowance (OTA) according to rates prevalent in 1991, which is extremely low in proportion to today’s inflation and cost of living. It has come to our notice that for employees with a Grade Pay of ₹2200 and above, the OTA rate is merely ₹15.85 for a working day and ₹21.15 for a holiday.

In contrast, other agencies are offering significantly more attractive payments to employees performing duty in the same examinations, according to current rates. This disparity is demotivating for postal employees.

Our employees follow departmental orders without complaint, but it is also the department’s responsibility to respect the hard work and sacrifice of its employees.

Therefore, we humbly request you to:

• Ensure that postal employees on duty in examinations conducted by various examination agencies are paid an appropriate honorarium, closest to the rates currently offered by other agencies.
• Revise the Overtime Allowance (OTA) rates in line with current inflation and the cost of living.
• Ensure that all eligible employees receive fair and just compensation for extra duties.
• We hope that you will consider this important matter sympathetically and take the necessary action.
