Subject: Transfer and Placement Committee (TPC) in the Department of Posts for recommending allotment/transfer/posting of the officials up to ASP level – Clarification regarding.

Sir/Madam,
In partial modification of provisions contained in Personnel Division letter of even number dated 29.08.2025, the following revised approving authority/composition of TPC is issued:
(1) Para B [Column (ii) & (iii)] of letter of even no. dated 29.08.2025 (Inspector of Posts):

| (iii) Posting/Transfer | (i) It is clarified that in cases, where the post of DPS (Hq.)/DPS (Region) is vacant and its charge is held by another officer (in additional capacity), the said officer shall mandatorily obtain consent/concurrence of the concerned Regional PMG (if no Region, then CPMG) before issuing any transfer/posting order of IPs. (ii) If the post of Regional PMG is also vacant, then the officer holding additional charge of DPS(Hq.)/DPS(Region) must obtain concurrence of the PMG holding charge of that Region/Chief Postmaster General (CPMG), before issuance of such orders. |
(2) Para C of letter of even no. dated 29.08.2025 (HSG-II):
a. For transfers/postings up to HSG-II cadre, the Divisional Head is designated as the approving authority [instead of DPS HQ)/DPS (Region)]. In such cases, the TPC may comprise 3 ASPs/IPs or equivalent level officers/officials (irrespective of their nomenclature), with the senior-most officer acting as the Chairperson.
b. In case of premature transfers (within two years of joining in present posting) of officials up to HSG-II cadre, DPS shall remain the approving authority.
c. For HSG-I and HSG-I (NFG) cadre, DPS shall continue to be the approving authority.
2. This issues with the approval of the Competent Authority.
