The Department of Posts introduces the New Franchisee Scheme 2.0, effective 01.01.2026, to modernize and expand its courier, express, and parcel (CEP) services through technology-driven franchising. The scheme replaces the old system with a mobile/web-based platform (APT 2.0), offers multiple service models (pickup, booking, delivery), includes international and COD services, provides real-time digital wallet payments, and ensures automated commission settlement.

1. Background & Objectives

  • Goal: Expand India Post’s market share in the CEP sector using technology (APT 2.0).

2. Services Offered

Franchisees can handle:

  • Booking: Speed Post (document/parcel), India Post Parcel (retail/contract), International EMS, International Tracked Package Service (ITPS).
  • Delivery & Pickup: Parcels, COD collection, international article pickup, and Click & Book collections.

3. Eligibility Criteria 

Category Requirements
Individual 18+ years, 12th pass (10th for delivery), computer literate, local + English language skills, valid PAN, driving license (for delivery), own/hired vehicle.
Firm Registered entity (company/LLP/NGO), PAN + GST, 2 years ITR, prior logistics experience preferred, ability to open min. 10 sub-franchisee outlets.
International Booking Requires valid CHA license for commercial exports.
Exclusions Immediate family of serving postal employees are not eligible.

4. Infrastructure Requirements

  • Individuals (Booking): 50 sq. ft shop, desktop/smartphone, printer, barcode scanner, weighing scale.
  • Individuals (Delivery): Smartphone only.
  • Firms: Adequate space at each location, full IT hardware.

5. Roles & Responsibilities

  • Pickup/Collection: Use Franchisee App, hand over articles before cutoff.
  • Booking: Use self-service portal/app, pay postage via wallet, no stamps or credit allowed.
  • Delivery: Use own vehicle, deliver same-day, update real-time, deposit COD daily.
  • Firms: Can appoint sub-franchisees, ensure same-day delivery.

6. Technology & Hardware

  • Platform: Franchisee Self-Service Portal & Mobile App (APT 2.0).
  • Features: Digital wallet, real-time tracking, API integration, role-based access.
  • Hardware Specs: Provided for laptops, desktops, mobile devices, printers, scanners, weighing scales.

7. Commission Structure

International (EMS/ITPS) 2%–13% (booking) + 3% (pickup); combined 5%–16%
Delivery ₹15/parcel (up to 3kg) + ₹5/kg extra + ₹10/COD + ₹1 incentive for ≥90% same-day delivery

8. Accounting & Payments

  • Wallet System: Recharge via UPI, net banking, cash at post office. 10% balance reserved for adjustments.
  • Commission Payment: Daily (booking), fortnightly (delivery/pickup).
  • GST: Registered franchisees under forward charge; unregistered under reverse charge.

  • Firms (intra-circle) → Chief PMG.
  • Firms (inter-circle) → MO Division, Directorate.
  • Selection Committee: Divisional Head, ASP, Sr. Postmaster.

12. Validity & Termination

  • Agreement: 3 years, renewable for 2 years based on performance.
  • Termination: Possible with prior notice and hearing.

13. Inspection

  • Surprise visits and annual inspections by authorized officers to ensure compliance.

A: Franchisee Application Form (KYC, address, business details).
B: License for Domestic Booking.
