Sub: Request for Early Release of HSG II Promotion - Tamil Nadu Circle - reg
I humbly submit this representation seeking your kind and urgent intervention for the early release of the HSG II promotion list in our Circle.
Around 600 officials in the Circle are eagerly awaiting their promotion to HSG II, having completed the mandatory six years of eligible service in the LSG cadre. These officials have been deprived of their legitimate promotion from 01.01.2026 onwards, causing widespread disappointment and hardship.
The long- standing expectation of promotion with effect from 01.01.2026 was initially dashed due to the Directorate instructions vide Letter No. X- 8/4/2021- SPN- II- DOP dated 11.02.2025, ordering the merger of the Accounts line with the General line, followed by subsequent clarifications dated 05.05.2025 and 01.01.2026. When matters appeared to be progressing as expected thereafter, another impediment arose due to the applicability of Directorate Letter No. 36012/1/2020- Estt (Res- II) dated 28.12.2023, which once again stalled the promotion process. As a result, the genuine expectations of officials to join the promoted posts on 01.01.2026 or at least by 17.01.2026 were completely shattered.
In this connection, I respectfully invite your kind attention to the issue relating to the implementation of Directorate orders regarding promotion of Physically Challenged (PH) officials from 01.01.2016 against the PH quota, which was raised by our Union and discussed in detail during the four- monthly meeting held on 29.07.2024 in the Conference Hall of the Office of the Chief PMG, Chennai. During the meeting, it was categorically informed that year- wise review DPCs from the year 2016 would be conducted at Circle level for LSG(PO/RMS/SBCO/Accountant), HSG II(PO/RMS/SBCO/Accountant) and HSG I (PO/RMS/SBCO) cadres and at Divisional level for other cadres (MTS), and that the entire exercise was proposed to be completed by 30.09.2024.
However, to our utter shock and dismay, the said assurance has remained confined to paper and was never implemented. Had the process been initiated promptly when the issue was first pointed out by our Union, the present undue delay in the release of the HSG II promotion list could have been completely avoided. Even after the lapse of one full year beyond the assured timeline, the DPC process remains incomplete.
I respectfully submit this representation to place on record certain facts concerning the recent action taken for promotion of Physically Handicapped (PH) candidates.
It is submitted that the process for promotion of PH candidates has been taken up at this juncture only consequent upon the notice issued by the Court of the Chief Commissioner for Persons with Disabilities. The said case was filed by Shri. S. Duraimurugan, with the Chief Postmaster General, Tamil Nadu Circle, as the respondent. Had the said notice not been issued, it is a matter of serious concern that even now the promotion process relating to PH candidates might have remained unattended.
This situation has created a genuine doubt and deep concern among our members as to whether approaching judicial or statutory forums has become the only effective means to secure legitimate service benefits, despite repeated representations and assurances given at administrative forums.
It is respectfully recalled that during the four- monthly meeting held on 29.07.2024, a clear time- line was assured by the Circle administration for conducting year- wise review DPCs. Had this time- line been adhered to in letter and spirit, the present court intervention and the consequent embarrassment to the administration could have been completely avoided.
The non- implementation of the assurances given by the highest authority in the Circle has not only resulted in avoidable litigation but has also eroded the confidence of the staff in the grievance redressal mechanism. Such a situation is neither healthy for administration nor desirable for maintaining harmonious industrial relations.
I therefore humbly request that necessary steps may kindly be taken to ensure that decisions and assurances given at formal meetings are implemented within the stipulated time- frame, so that employees are not compelled to seek judicial intervention for redressal of their rightful claims in future.
I trust that this submission will receive your kind consideration in the interest of justice, fairness, and smooth functioning of the Circle.
The time- frame prescribed by DoPT for conducting DPCs has been grossly violated. Officials who ought to have been promoted as early as November 2025 for the vacancy year 2026 have not been considered so far, citing reasons such as clarifications and promotion of PH candidates etc. It is pertinent to submit that due to this delay, the affected officials will now be forced to suffer further by losing one crucial year for completion of five years of service in HSG II for eligibility to HSG I, entirely through no fault of their own.
When the orders and assurances issued by the apex authority of the Circle are not put into practice, resulting in such prolonged delay and hardship, the affected officials are left wondering as to what justification the Circle administration can offer to them.
In view of the above, I most respectfully request that the entire promotion process may kindly be expedited at least now, so that it is completed before 31.01.2026, enabling the eligible officials to join their promoted posts in the first week of February 2026.
Further, in order to render justice to the deprived officials, it is earnestly requested that the DPC may be conducted immediately and the promotes may be allowed to technically assume promotion with effect from 01.01.2026, with notional pay fixation in the higher post up to the date of actual assumption of charge.
We sincerely hope that our genuine and heartfelt request will receive your kind, sympathetic, and favourable consideration.
