Request for issuance of instructions regarding posting of officials in SBCO branch, timely release of HSG II promotions, and sequencing of LSG RT transfers

Subject: Request for issuance of instructions regarding posting of officials in SBCO branch, timely release of HSG II promotions, and sequencing of LSG RT transfers – reg.

A kind reference is invited to Directorate letter No. Q-25/11/2022-PE-I-DOP dated 16.11.2022 regarding the merger of PA (SBCO) and PA (PPO) with PA (PO). It is clearly mentioned in Point I of the Directorate letter that Postal Assistants working in Savings Bank / Savings Certificate Branches of MDG / HOs and other bigger offices (LSG and above before cadre review), as well as those working in ‘A’, ‘B’ and ‘C’ class Sub-Post Offices, should not be posted in SBCO branch immediately on completion of such tenure. It is further stipulated that posting in SBCO branch shall be on tenure basis with no extension of tenure, and that no official shall be reposted in SBCO branch before giving a break of one tenure period (three years) outside SBCO branch.

Now, RT notifications are being issued by all Divisions, where the above specific provisions are either omitted or not taken note of. For three years have elapsed since the cadre merger, and at this juncture, the condition mentioned in Directorate letter dated 16.11.2022 - Para I become vital and needs to be strictly followed from this year onwards. Our Union, therefore, requests our Hon’ble Chief PMG to issue suitable and clear instructions to all concerned for strict compliance with the Directorate guidelines and include the clause in the RT notification which will clear unwanted confusions in future.

Our union is much thankful to the Circle Administration for issuing RT guidelines vide letter No. STC/102-1/2018/Dlgs dated 08.01.2026. (Though a copy was endorsed to all unions, the same has not been received so far). The instructions are highly welcomed by all officials; however, the delay in the issue of the HSG II promotion list has created another matter of serious concern. At present, LSG RT notifications are being issued. As the HSG II promotion process is under progress and orders are expected shortly, issuing LSG transfer and posting orders at this stage will lead to confusion and avoidable administrative complications. Many officials included in the LSG RT list are likely to be promoted to HSG II, which will create additional vacancies and disturbance in postings. Also, the LSG officials due for RT will be deprived of their place of choice. Hence, our union requests that the LSG transfer orders may kindly be issued only after the release of HSG II promotion orders. Request for re-notifying the vacancies in LSG after HSG II promotion is affected to facilitate the remaining LSG officials to opt for their place of transfer, which as such now unavailable. We very much requested for the RT guidelines and thankfully acknowledge the CO RT guidelines issued in letter dated 08.01.2026, but the undue/unexpected delay in issue of HSG II promotion orders has created this confusion. Our union requests the kind intervention of our Hon’ble Chief PMG in this regard and suitable instructions may please be issued to defer the LSG RT until the HSG II promotion orders are issued.


Further, it is apprehended that the Model Code of Conduct in connection with the forthcoming State Elections may come into force by the end of February 2026. If the long-awaited HSG II promotions are not released before the end of February 2026, the promotions will get delayed for another three months, rendering the current process ineffective. Therefore, we earnestly request our Hon’ble Chief PMG to expedite the HSG II promotion process and issue the promotion orders on or before 28.02.2026. Our union requests our Hon’ble Chief PMG to consider our request and issue suitable directions in this regard.
