Dear Comrades,

The first meeting of the Standing Committee of National Council - JCM with the 8th CPC was held today on 28/04/2026. The meeting was chaired by Smt. Justice Ranjana Prakash Desai Chairperson and attended by Prof. Pulak Ghosh Member (Part-Time) and Shri Pankaj Jain, Member-Secretary apart from Senior Officers attached with 8th CPC. The Staff Side was represented by the following comrades :-

Before the presentation by the Staff Side, Leader, Secretary and other Staff Side Members placed the following points for the consideration of 8th CPC as decided in the Staff Side meeting held on 27/04/2026:
  • Request to extend memorandum submission deadline to 31 May 2026 and allow email submissions in PDF/Word.
  • Highlighted Diamond Jubilee year of JCM (established 1966), emphasized need for regular interactions with CPC.
  • Constituent organizations (Railways, Defence, Income Tax, Postal, Audit etc.) should get separate time slots for oral evidence.
  • CPC should visit hazardous workplaces (Railways, Defence industries, remote units) for firsthand study.
  • Objected to term “Unfunded Pension” in ToR; justified continuation of Non-Contributory Pension Scheme.
  • Emphasized expectations of 45 lakh employees and 69 lakh pensioners for positive recommendations.
Key Demands Presented:
  • Minimum Wage: ₹69,000 (based on ICMR calorie norms, family of five).
  • Fitment Factor: 3.833.
  • Merger of Pay Scales.
  • Annual Increment: 6%.
  • Five Promotions/ACP within 30 years.
  • Two additional increments on promotion/MACP.
  • Allowances: 3× increase, linked with DA.
  • Advances: Interest-free, restored Festival/Natural Calamity Advance, new 4-wheeler advance.
  • Leave: EL encashment up to 600 days, enhanced CCL, new provisions for paternity, menstrual, disability care leave.
  • CGEGIS: Higher subscription and coverage.
  • Accidental Death: Ex-gratia ₹2 crores.
  • Compassionate Appointment: 100%, remove 5% ceiling.
  • Bonus: Ceiling removed, based on Basic Pay + DA.
  • Withdrawal of NPS & UPS, restore Non-Contributory Pension.
  • Pensioners: One Rank One Pension for civilians, restoration of commuted pension after 11 years, enhancement every 5 years.
Chairperson’s Assurances:
  • More meetings with Staff Side and constituent organizations.
  • CPC will visit units for on-the-spot study.
  • Points raised will be considered dispassionately.
  • Decision soon on extension of memorandum submission deadline and technical issues.
Follow-up Letter (28 April 2026): Shiva Gopal Mishra wrote to Shri Pankaj Jain (Member Secretary, 8th CPC) requesting a full-fledged meeting of NC JCM and separate interviews for constituent organizations (Railways, Defence, Postal, Income Tax, Audit & Accounts).
