Minutes of the Periodical Meeting with non-federated Service Associations under the Chairpersonship of Secretary (Posts).
A meeting under the Chairpersonship of Secretary (Posts) with non-federated Service Associations was held on 12.03.2026 at 02:30 PM in Dak Bhawan, New Delhi. The list of officers and representatives of the respective Federation / Associations attended the meeting is enclosed as Annexure – A.
2. DDG (SR) welcomed all the participants from the Department’s side and representatives of the Federation/Associations present in the meeting.
3. The Secretary (Posts), in her remarks, reiterated the importance of the Department of Posts and the tasks assigned to it, along with the expectations of the Government. It was highlighted that the government acknowledges the Department of Posts’ role as a catalyst in India’s rural economy, aligning with the goal of Viksit Bharat 2047. She emphasized logistical and infrastructural development and the Department’s plan to strengthen it over the next 5 years. Funds required for this purpose are being sought from the Ministry of Finance.
4. The Associations’ active participation and solidarity with the Department during the implementation of IT 2.0 were appreciated. She stated that the Department is working on analytics layering on IT 2.0, which will help provide more efficient, effective, and responsible service to customers.
5. A presentation was made by DDG (SR) on various initiatives by various divisions of the Department for the overall welfare of the staff.
6. The representatives of the Federation/Associations appreciated the Department for arranging the Periodical Meeting and the actions taken by the Department during the last year for the welfare of the staff.
7. The meeting ended with a vote of thanks to all present.

All India Postal Engineers Association
- Agenda Item: Posting of at least one Junior Engineer (C/E) in one Postal (Civil/Electrical) sub division. Decision Taken: The Cadre Review proposal of Postal Engineering Wing is under process. Posting may be decided accordingly.
- Agenda Item: Discussion for allowing on deputation a certain percentage (quota) may be fixed. Decision Taken: Deputation cases are decided as per administrative exigency of the Department on case to case basis at the competent level. Item is closed.
- Agenda Item: The Association demanded that phone bill reimbursement to be restored for all field staff. Decision Taken: The reimbursement of mobile/telephone is a policy matter governed by the DoE and the DoP implements the orders issued by the nodal ministry from time to time. At present, reimbursement of mobile/telephone is regulated by DoE OM no. 24(3)/E. Corrd/2018, as amended/clarified from time to time. Item is closed.
All India Savings Bank Control Employees Union
- Agenda Item: Cadre restructuring of LSG/HSG supervisors posts of SBCO. Decision Taken: The PA (SBCO) cadre has been merged with PA (PO) vide this office letter no. Q: 25/11/2022-PE-I-DOP dated 16.11.2022. The issue of merger of LSG/HSG posts of SBCO with LSG/HSG posts of Postal Operative side is currently under examination. Orders with regard to LSG/HSG-II/HSG-I would be issued by April 2026.
- Agenda Item: Request to issue necessary orders for weed out of old records in SBCO units. Decision Taken: Relevant instructions of weeding out of records is to be reiterated by FS Division.
- Agenda Item: Increasing workload of SBCO by every SB order without proper and adequate staff. Decision Taken: FS Division to examine the matter and issue instructions to the field.

Supervisor Cadre (Group B)
- Agenda Item: Extension of union meeting facility to All India Association of Supervisor Cadre (Gr. B). Decision Taken: The matter is under examination.
- Agenda Item: Request to include and consider representation dated 05.11.2025 of All India Association of Supervisor Cadre (Gr. B) on cadre restructuring of PA/SA, LSG, HSG-II & HSG-I and request for meeting before final decision of the Department. Decision Taken: Comments have been received from the stakeholders and the issue is under examination.
Postal Officers Association (India)
- Agenda Item: Early convening of DPC for JTS including vacant posts for STS for smooth operation of the Divisions and delegation of administrative power to CPMG for making arrangement on short-term vacancies in JTS. Decision Taken: DPC proposal to JTS grade for the vacancy year 2026 has been sent to the UPSC. It cannot cover the posts of STS. With regards to administrative powers, it falls under the purview of DoP&T and there are no such guidelines issued by DoP&T in this matter. Item is closed.
- Agenda Item: Regularization of adhoc period served by the PS Group B officers in the JTS Cadre. Decision Taken: As per guidelines of DoP&T on the matter the appointment made on ad-hoc basis, shall not bestow upon the official a claim for regular appointment and the service rendered on ad-hoc basis in the grade would not count for the purpose of seniority in that grade or eligibility for promotion to the next higher grade as per OM no. 22011/3/75-Estt(D) dated 29.10.1975, para 1 of OM no. 28036/1/2001-Estt(D) dated 23.07.2001 and para 5 of OM no. 28036/1/2012-Estt(D) dated 03.04.2013.
Inspection & Methodology
- Agenda Item: Revision of inspection questionnaire of DH as well as reduction of Inspection days. Decision Taken: As per guidelines of DoP&T issued vide para 6.4.4 of OM no. 22011/5/86-Estt(D) dated 10.04.1989 promotions will have only prospective effect even in cases where the vacancies relate to earlier year(s). These guidelines were already mentioned in Para 4 and 5 of promotion order dated 15.10.2025 and earlier orders. Item is closed. Department is already in the process of reformulation of inspection methodology and a Committee has been constituted vide O.M dated 19.05.2025. All PTCs were assigned with the task of devising draft inspection questionnaires for all offices including DO questionnaire in alignment with objectives of APT 2.0. Reduction in inspection days for Divisional Head may need review after implementation of the Inspection module.
All India Postal Stenographers’ Association
- Agenda Item: Rule 38 issues of stenographers’ cadre. Decision Taken: The matter is to be examined in the Personnel Division.
- Agenda Item: Imparting training to entry grade steno and refresher training to PS and Senior PS. Decision Taken: A full course for stenographers titled ‘Stenographer Induction Training I’ is available on the Dak Karmayogi eLearning portal. A two-week STP for induction training of entry grade steno will be circulated shortly to all Circles for implementation.
All India Association of IP and ASP
- Agenda Item: Early finalization of Revision of RR for the PS Group 'B'. Decision Taken: Revision of RRs for the PS Group 'B' is under submission to DoP&T.
- Agenda Item: Strengthening of IP and ASP cadre working in Sub Divisional offices in DoP. Decision Taken: A Committee was constituted to recommend on the norms for the Postal Division and Sub Division. Report is under examination in consultation with the IFW.
- Agenda Item: Supply and replacement of laptops to all IP and ASP working in Sub-Divisional offices and various administrative / other offices. Decision Taken: Heads of Circles have the financial powers for purchase of computers/laptops/notebooks and other peripheral devices. A proposal has also been sent to IFW from Technology Division through Establishment Division for arrangement of financial powers of HoCs.
All India Gramin Dak Sevaks
- Agenda Item: Vacation of punishment of Shri S.S. Mahadeviah. Decision Taken: The ex-General Secretary, Shri S.S. Mahadeviah had already preferred a petition to PMG, SK Region, which is under consideration with the concerned Authority. Item is closed.
- Agenda Item: Issues of pay structure and service conditions of the GDS to be referred to 08th CPC. Decision Taken: The DoE under OM no. 15-01/2025-E III dated 20.02.2026 has informed that GDS are not govt. employees and therefore, are not included in the scope of pay commission which is standard practice across Central Pay Commissions also. Item is closed.
- Agenda Item: Accumulation of unutilized leaves of GDS. Decision Taken: GDS have been allowed to carry forward unavailed paid leaves to the maximum extent of 45 days at any given time, without encashment facilities, vide letter No. 17-12/2025-GDS dated 30.12.2025. Since leave encashment has financial implications, the matter falls under the purview of DoE. Item is closed.
