- The All India Gramin Dak Sevaks Union (AIGDSU) reported that in several divisions of the West Bengal Circle, GDS substitutes are being paid only the minimum of the 1st TRCA slab, even though the posts they are engaged in are sanctioned under the 2nd TRCA slab for regular incumbents.
- This irregularity has become more frequent after the implementation of IT 2.0.
- The Union emphasized that substitutes should be paid according to the TRCA attached to the post they actually perform, as denial amounts to unequal pay for equal work.
- Field units are following inconsistent methods, leaving substitutes underpaid despite performing full duties of higher TRCA posts.
The Union requested:
- Immediate instructions to ensure substitutes are paid TRCA corresponding to the sanctioned post (2nd slab wherever applicable).
- Review of past cases in West Bengal Circle and payment of arrears.
- Circulation of uniform guidelines to prevent recurrence of such deviations.
- The All India Gramin Dak Sevaks Union (AIGDSU) raised concerns about TRCA (Time Related Continuity Allowance) revision in Tamil Nadu Circle (Tirunelveli Division).
- Cases of TRCA revision due to increased workload are not being properly regulated, and eligible officials are being denied revision despite workload increases.
- Recoveries are being initiated based solely on audit remarks without clear Directorate guidelines, causing hardship and confusion among GDS officials and field units.
The Union requested:
- Clear instructions regarding TRCA revision for increased workload, including cases arising within six months or one year of engagement.
- Recovery proceedings based on audit remarks to be reviewed and kept in abeyance until final clarification is issued.
- Uniform settlement of pending cases to ensure fairness and remove ambiguity.
- The letter calls for early intervention by the Directorate to ensure justice and consistency in TRCA matters.
