Subject: Submission of Recommendations of HSG-II, HSG-I & HSG-I (NFG) Cadres to the 8th Central Pay Commission – Request for kind consideration and endorsement.

The All India Association of Supervisors Cadre (Group ‘B’) has submitted a comprehensive memorandum to the Hon’ble Chairman, 8th Central Pay Commission, covering Questions Nos. 1 to 9 as invited by the Commission. The memorandum was submitted through the official portal under Memo ID: Memo/2/AUEE/270426/336196543 dated 27.04.2026.

It was prepared after extensive consultation with field units, supervisory officers, and stakeholders across Postal & RMS wings, reflecting the ground realities and genuine concerns of HSG-II, HSG-I, and HSG-I (NFG) cadres.

Section I: BACKGROUND AND NECESSITY OF REPRESENTATION (a) The HSG cadres constitute the backbone of operational administration in the Department of Posts, functioning as: (i) Heads of Offices (ii) Drawing & Disbursing Officers (DDOs) (iii) Financial custodians (iv) Revenue generators

(b) Despite their pivotal role, the cadre continues to face: (i) Severe stagnation in career progression (ii) Inadequate pay structure and allowances (iii) Lack of promotional avenues beyond HSG-I (iv) Absence of recognition of Senior Postmaster as hierarchical promotion (v) Limited facilities and no performance incentives (vi) Concerns regarding retirement benefits and social security

2. SALIENT FEATURES OF SUBMITTED MEMORANDUM (a) The memorandum comprehensively covers: (i) Pay Structure & Historical Parity Issues (ii) Disparity with Inspector Posts / ASP cadres post 4th CPC (iii) No corresponding pay upgradation for General Line Cadre

(b) Roles & Responsibilities (i) Multi-dimensional responsibilities increased manifold after IT 2.0 (ii) Administrative, financial and supervisory authority at field level

(c) Allowances, Facilities & Incentives (i) Absence of supervisory allowance, risk allowance, Newspaper allowance, furniture advance, household items advance and performance incentives (ii) Lack of infrastructure, staff support and transport facilities

(d) Cadre Management & Career Progression (i) Structural imbalance and lack of cadre planning (ii) No career progression beyond HSG-I level (iii) No effective LDCE pathway to Group ‘B’ (iv) Senior Postmaster not treated as hierarchical promotion

(e) Empanelment & Deputation Issues (i) Restricted mobility and absence of lateral opportunities

(f) Retirement Benefits (i) Lower pension due to stagnation (ii) Concerns regarding NPS and post-retirement security (iii) Recommendations for Old Pension Scheme

3. CORE ISSUE REQUIRING KIND INTERVENTION “HSG-I cadre has become a terminal stage with no assured promotional pathway, leading to stagnation, frustration and loss of administrative efficiency.”

“The post of Senior Postmaster, though existing, is not recognized as a natural hierarchical promotion, which is causing structural injustice to the cadre.”

4. HUMBLE REQUEST TO THE DEPARTMENT (A) Examine and Endorse the Recommendations (i) Support the demands placed before the 8th CPC (ii) Forward departmental views in favour of HSG-II, HSG-I, HSG-I (NFG) cadres

(B) Recommend Key Structural Reforms (i) Recognition of Senior Postmaster as hierarchical promotion (ii) Introduction of LDCE pathway to Group ‘B’ by way of DPC & LDCE (iii) Implementation of time-bound career progression

(C) Advocate for Financial & Welfare Measures (i) Improved pay structure and allowances (ii) Introduction of performance incentives (iii) Strengthening of retirement benefits

(D) Address Cadre Management Issues Internally (i) Initiate cadre restructuring (ii) Ensure proportional increase in Postmasters/supervisory posts (iii) Improve working conditions and facilities

5. IMPORTANCE OF TIMELY INTERVENTION The recommendations of the Department carry significant weight before the Pay Commission. A positive and supportive approach from the Department of Posts will: (i) Restore morale of supervisory cadres (ii) Improve efficiency and service delivery (iii) Strengthen institutional framework and ensure that: “Justice is done to a cadre that has been consistently contributing to the growth and reputation of the Department.”

6. CONCLUSION The issues raised are: (i) Genuine (ii) Long-pending since decades (iii) Structural in nature (iv) Require urgent and sympathetic consideration.

7. FINAL PRAYER It is most respectfully requested that the Hon’ble Secretary (Posts) may kindly: ✓ Consider the memorandum submitted to 8th CPC ✓ Extend full support to the recommendations of HSG cadres ✓ Take necessary steps for redressal of long-standing grievances since decades
