Sir/Madam,

The 24 Speed Post Parcel (24 SPP) service was launched with great fanfare on 17th March 2026. However, post-launch, there has been a precipitous drop in volumes as compared to the pre-launch pilot phase. Upon ministerial review during the Annual Business Meeting of India Post, the Hon'ble Minister of Communications observed that these low volumes are not reflecting the 24 SPP product in a positive light, and identified that this issue requires immediate intervention. It was directed that the Parcel Directorate may engage with customers and seek feedback regarding the features and pricing of the 24 SPP product. The overwhelming feedback received from customers was centered on the pricing of 24 SPP, which customers reported was extremely high compared to competitor offerings.

  • Further inquiry with customers booking significant volumes and feedback from competitors operating on the market lanes (such as Shiprocket, Amazon, and others) indicated that the prevailing market rates are substantially more competitive than the currently approved 24 SPP tariff structure (approved in January 2026). In light of this feedback, a price revision exercise was considered for a pilot period of 3+33+3 months. Based on industry feedback and the need to offer attractive and competitive pricing to secure adequate volumes, a revised tariff structure was proposed and has been approved by the Competent Authority.
  • The approved revised tariff structure for 24 SPP services is as follows:

  • For bulk/contractual customers availing 24 SPP services during the pilot period of 3+33+3 months, a flat discount of 17%17% shall be applicable on the complete tariff matrix (except the Local distance slab, which shall be charged at the full rate as shown in the table above). Local rates will apply as shown without any discount. The Metro and other distance slabs will be subject to the 17%17% discount when monthly billing is conducted. This revised tariff structure has been configured in the CEPT system and is now available under the product category 24 Speed Post Parcel Special. Currently, since only the 6 metro to metro lanes are operational, therefore only the local (highlighted in yellow) and metro (rates highlighted in orange) are applicable.
  • Cash on Delivery (CoD) charges for bulk/contractual customers availing 24 SPP services during the pilot period shall be levied at a flat rate of ¥7¥7 per article.
  • It has been approved by the Competent Authority that the new revised rates for 24 SPP shall become operational with effect from 22nd May 2026 (Friday) for bulk/contractual customers. Retail customer rates shall continue to remain unchanged (200 for 0-500 grams slab and other existing rates). However, from 22nd May 2026 onwards, booking in the regular 24 SPP option for bulk customers shall be discontinued, and the standard 24 Speed Post Parcel Special product option shall be used for all bulk customer bookings.
  • To ensure smooth implementation of the new booking process and tariff structure, a presentation will be organized for the six circles on 21st May 2026. This presentation will cover the booking process for different categories of bulk customers, including: (a) Walk-in bulk customers, (b) Bulk customers uploading data through Excel, (c) Bulk customers using the self-service portal, (d) Bulk customers uploading data through SFTP, and (e) Bulk customers using API integration. It is requested that the concerned Circle SPOCs (from the 6 metro circles) attend this presentation. The date is 21st May 2026, and the timing will be communicated via email tomorrow morning (21st May). The presentation will be held in the second half of 21st May.
  • Once the Circle SPOCs have been familiarized with the new booking process, they are requested to widely disseminate this information to all booking pin codes and mail offices to enable immediate commencement of bulk customer bookings under the new rates.
  • It is also requested that circles ensure the widest possible dissemination of information regarding the new attractive and competitive rates to marketing executives and other network personnel, so that customers can be briefed about these attractive new tariffs for the pilot period of 3+33+3 months and customer acquisition can be accelerated.
