Urgent Representation on Revenue Losses Due to Phasing Out of Railway Mail Service (RMS) & excessive dependency on the Road Transport Network (RTN)

Subject: Integration of Hon'ble PM's recent vision on Rail Logistics vs. Departmental losses due to excessive dependency on the Road Transport Network (RTN) — Request for Union Intervention.

Respected Sir,
I am writing to draw your urgent attention to a critical policy mismatch in the Department of Posts that significantly impacts the financial health of our department and the operational future of its workforce.

In a recent prominent address regarding the nation's infrastructure, Hon'ble Prime Minister Shri Narendra Modi strongly advocated for a structural shift in India's logistics sector. He explicitly noted that to bring down overall logistics costs, bulk cargo and parcel transportation must be migrated from highways to the Indian Railways network, leveraging it as the backbone of the PM Gati Shakti National Master Plan.

Regrettably, the top management of the Department of Posts is operating in direct contradiction to this vision. By systematically phasing out the well-established Railway Mail Service (RMS) for long-distance transit, the department has shifted almost its entire mail and parcel volume onto the Road Transport Network (RTN).

This transition is proving to be an exceptionally expensive and counterproductive move due to the following core facts:

Financial Drain vs. PM's Cost-Reduction Vision: While the Prime Minister is pushing to lower logistics costs, our department's reliance on road transport is doing the exact opposite. Due to surging diesel prices and exorbitant expenditures on private/contractual fleet rentals, a disproportionate slice of the department's budget is being drained into road transit, plunging the department into severe revenue losses.
