Subject: Booking and delivery of Census Material for RGI - Reverse consignments

This is regarding safe and timely delivery of census consignments across the country for census 2027. Office of RGI has been provided with National Account facility to carry out this exercise. House listing Manuals and training kits were dispatched from identified printing presses in the month of April to May, 2026 to all the states and UTs, except West Bengal, Kerala and Tamil Nadu to conduct house listing exercise. House listing manuals and training kits to the states of West Bengal, Tamil Nadu and Kerala are under dispatch.

Since in the most of the states, house listing exercises have been completed, certain materials are required to be sent from the Charge Offices (field units) to the respective DCOs or offices authorised by respective DCOs.

Detailed instructions to handle RGI census consignments was issued vide this office letter of even number dated 10.04.2026. However, instruction regarding handling of these Reverse consignments, whose movement will be mostly within the Circle, is attached with this letter for further necessary action.

After completion of the houselisting exercise, certain material will be sent by the Charge Offices (field units) to the office of Directorate of Census Operations (DCO) in the States or such other offices authorised by respective DCOs. Charge Offices or representative from O/o DCO would be approaching to respective circles/ Divisions etc requiring solution for collection, booking and delivery of these consignments in a safe and secure manner. All such requests has to be considered and necessary facilitation to be done for these Reverse consignments.

RGI has been provided National Account facility under Speed Post Parcel with Customer ID 1505067767. All consignments to be booked against this customer ID only.

The Circle Nodal Officer shall obtain advance information regarding the consignments from DCO. The information shall include, number of articles, destination details, and expected date of arrival. On receipt of such information, the Circle Nodal Officer shall immediately disseminate the details to the concerned booking offices to facilitate smooth handling and processing of the consignments.

A separate barcode series has been allotted to RGI for sending materials in connection with census exercise. However, in case material is presented for collection/ booking, without pre-printed barcode as Charge Offices may not have facility to print barcode on address labels, same shall be accepted and booked using barcode series already available with booking office.

Charge Offices shall ensure that Reverse material is properly packed in a manner that it should not get damaged during the process of transmission and handling.

All the materials should bear proper 'To' and 'From' address on the article in a manner it is clearly visible. Further BNPL customer ID shall also be specifically mentioned on the address label.

Packaging shall be protected in a manner that contents are not damaged due to weather condition.

All such census consignments shall be booked immediately upon receipt at the booking office without delay to ensure timely dispatch of the articles. The Circle Nodal Officer shall ensure that scanning and data uploading are carried out at every point of exchange so that tracking information remains updated throughout the transmission channel.

These consignments shall also be transmitted and further delivered in a manner like other Speed Post Parcel.

The Delivery Office/Nodal Delivery Centre shall ensure delivery of all census consignments to the addressee on the same day of receipt. Delivery shall be effected directly at the premises of the addressee. Under no circumstances shall the delivery staff

As a matter of policy, no census article shall remain undelivered or be Returned to the sender. In exceptional circumstances where delivery is not possible despite all efforts, the matter shall be referred to the Circle Nodal Officer immediately. Any Reverse of census material shall be undertaken only after obtaining the specific approval of the Circle Nodal Officer.

After successful delivery, the Delivery Office shall obtain the acknowledgement of the recipient and immediately upload the delivery event in the delivery module. The delivery information shall be updated accurately and without delay so that end to end status is available in the tracking system.
