Subject: Clarifications regarding establishment and administrative matters relating to setting up of Delivery Centre – reg.

Sir/Madam,

Reference is invited to Mail Operations Division letter No. 16-01/2024-D dated 17.02.2025 regarding Policy Guidelines/SOP for setting up of Delivery Centres (DCs) for centralized delivery of all types of postal articles by Delivery Staff. Clarification on the comments/suggestions received from the Circles/Service Unions on the said Policy Guidelines were subsequently issued by Mail Operations Division vide letter No. 16-01/2024-D dated 25.06.2025 and 26.06.2025.

Subsequently, Mail Operations Division vide Note No. 16-01/2024-D dated 16.04.2026 forwarded various queries received from Circles relating to establishment and administrative matters in connection with the setting up of Delivery Centres, with a request to examine the issues and issue necessary clarifications.

The matter has been examined in Establishment Division with reference to the extant instructions/guidelines on the subject and the comments furnished by the concerned Divisions. The clarifications on various establishment and administrative issues relating to Delivery Centres are enclosed as Annexure.

This issues with the approval of Competent Authority.

Annexure

Sl. No. 1 & 2 – Maharashtra & Telangana

  • Query: Independent Delivery Centres (IDCs) functioning without permanent establishment; need norms for review and redeployment of posts; clarity on mapping sanctioned establishment to Facility IDs, leave, and salary units.
  • Comments: Existing Postman establishment norms (letters dated 05.02.2010, 19.07.2012) and mechanized delivery adhoc norms to be followed. Redeployment norms under PDMS (letter dated 27.03.2026) apply. Supervisory posts to be assessed as per existing norms. Mapping of sanctioned establishment to DCs through redeployment (letter dated 27.05.2024). Leave and salary units to be mapped accordingly.

Sl. No. 3 – Andhra Pradesh

  • Query: Authority for sanctioning leave, custody of PF records, APAR writing, coordination with HO, functional roles.
  • Comments: Incharge/Supervisor of DC authorized to sanction leave. PF records maintained by Incharge. APAR as per guidelines. DC under direct administrative control of Divisional Head, treasury functions like Sub-Post Office.

Sl. No. 4 & 5 – Delhi

  • Query: Guidelines for merging staff of DCs across divisions; unclear framework for establishment, classification, hierarchy, reporting structure, redeployment above Group ‘C’.
  • Comments: Follow OM dated 17.02.2025 and redeployment guidelines (27.05.2024). DC defined as type of Post Office performing delivery functions. Classified as LSG, HSG-II, HSG-I, or higher depending on staff. Works under Divisional Head. Reporting structure unchanged for SO/PO/HO. HoC has powers for redeployment up to Group ‘B’ & ‘C’.

Sl. No. 6 – Delhi

  • Query: Assessment of staff strength when jurisdictions merge (e.g., Karol Bagh SO + SRT Nagar SO = 90 Postmen).
  • Comments: PAS and supervisory posts to be assessed as per circulated norms and clarification at Sl. No. 1.

Sl. No. 7 – Delhi

  • Query: Procedure for transfer/redeployment requiring CIFA concurrence.
  • Comments: Redeployment proposals to be processed as per guidelines dated 27.05.2024.

Sl. No. 8 – Delhi

  • Query: Handling of LSG PRI(P) posts.
  • Comments: Redeployment to DCs may be considered based on workload, if justified.

Sl. No. 9 – Delhi

  • Query: Treasury and cash management arrangements.
  • Comments: DCs to have treasury functions like Sub Offices. Staff deployment based on revised norms (letter dated 27.03.2026).

Sl. No. 10 – Delhi

  • Query: Rationalization of Branch Post Offices (BOs) delivery functions; duplication of work; suggestion to convert delivery BOs into non-delivery BOs.
  • Comments: Delhi Circle may consider transfer of delivery functions of BOs to DCs. ABPM posts engaged in delivery may be redeployed as GDS Delivery Agents at DCs. BOs to focus on counter operations. Example: Rampura BO delivery shifted to Ashok Vihar DC; ABPM redeployed; Rampura BO converted to non-delivery BO.
