Sub: Allotment of approved candidates for appointment under Relaxation of Recruitment Rules (RRR) for the vacancy year 2023– Reg.

Approval of the Competent Authority is hereby conveyed for appointment of dependents of deceased Departmental Employees listed in Annexure, who have been approved for appointment under Compassionate Grounds under Relaxation of Recruitment Rules based on the recommendations of Circle Relaxation Committee (CRC) for the year 2023 which met on 13.02.2026 and 19.02.2026. The recommendation of the candidates has been given by CRC based on merit in Relative Merit Points (RMP) arrived in accordance with Directorate letter No.17-1/2022-SPG-II dated 23.03.2022 and against the maximum ceiling of 5% vacancies falling under Direct Recruitment quota, as prescribed by DoPT for compassionate appointments.

2. Name of the cadre in Group-C and Division/Unit to which the candidates have been allotted are noted against their names in the Annexure along with the Relative Merit Points (RMP) arrived. As such, the candidates allotted to the Divisions/Units may be appointed in the existing vacancies. No other candidate whose name does not find a place in the Annexure should be appointed.

3. The appointment is subject to fulfilment of all other conditions viz., Minimum Age, Educational Qualification, etc., prescribed in the concerned Recruitment Rules for PA/SA, PM/MG, MTS, etc., to which the candidates have been allotted, except the following:

a) The applicants recommended and approved for the post of “MTS Trainee” are required to acquire minimum educational qualifications in 5 years as per instructions contained in DoPT OM No. 14014/2/2009-Estt(D) dated 11.12.2009, 03.04.2012, 09.10.2017 and latest instructions of DoPT, failing which his/her services are liable to be terminated. The probation period, as specified in Recruitment rules of the MTS would commence from the date he/she acquires minimum educational qualification/completing the study of local language/etc., The period spent as MTS Trainee will not be counted as service for any purpose, as their regular service will start only after they are appointed in the Group ‘C’ post after acquiring minimum educational qualifications.

The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employees, will be equal to the lowest/first cell (minimum) of Pay Level-1 Rs. 18,000-56,900 (pre-revised -1S pay band). In addition, they will be granted all applicable Allowances, like Dearness Allowance, House Rent Allowance and Transport Allowance at the admissible rates. The same shall be calculated on the minimum of Pay Level-1.

b) Relaxation in upper age limit, wherever found necessary has already been granted by the competent authority.

c) The applicants below the age of 45 years, who have been appointed in Postman/PA/SA cadres on compassionate grounds have to qualify the typing test (i.e., DEST) to be conducted by Department/Circles in accordance with the instructions of Directorate issued vide letter No.17-5/2020-SPG-II dated 22.03.2021. They will get their increment and will be eligible for further promotion only after passing the typing test. They will get all pending increments in one go without any arrears after passing the typing test or attaining the age of 45 years whichever is earlier. This may be brought to the notice of all DDOs, to strictly adhere to the instructions and draw the increment in respect of the applicants below the age of 45 years only after qualifying the typing test. On attaining 45 years of age they will become eligible for further promotion even if they could not pass the typing test. Applicants above the age of 45 years and PwD applicants are exempted from passing the typing test without any age bar.

4. As per Directorate letter No.X-12/3/2021-SPN-II-DOP dated 02.06.2021, the allotment of Divisions/Units to the dependents of the deceased employee to be appointed on compassionate grounds are made close to his/her place where the family of the deceased employee resides to the extent possible.

5. The sponsoring offices, i.e., the Divisions/Units where the deceased employee belongs to, will immediately forward all relevant documents of the candidates to the Divisions/Units to which they are allotted. Necessary proof may be obtained from the candidates and kept on record, if there is any change in the name/initial of the candidates with reference to the name mentioned in the mark sheet/educational qualification, if not obtained earlier.

6. Appointing authorities concerned may be directed to initiate the pre-appointment formalities and issue the offer of appointment on or before 20.07.2026. It may be ensured that pre-appointment formalities like verification of educational certificates, medical fitness, undertaking, declaration, character & antecedents, etc. may be carried out consecutively and completed at the earliest as per the relevant instructions on the subject. The candidates may be allowed to join the respective posts without delay, on completion of basic formalities like physical verification of certificates, medical examination, fitness, etc.

7. The candidates selected for appointment on compassionate grounds should be horizontally adjusted in the Roster against the appropriate category viz., UR/SC/ST/OBC depending upon the category to which he/she belongs to. If there is any excess in any reserved community on account of this, the same may be adjusted against the future reserved vacancies as per instructions of the DoPT. A report may be sent to Staff Section of Circle Office on joining of candidates for further updation of Roster in respect of PA/SA cadre.

8. Any request for change of station and also for a higher post, than the one for which the candidate was approved by the Circle Relaxation Committee on the plea of higher qualification should not be entertained.

9. The candidates should be cautioned that their services can be terminated, if they are found ineligible for Government Service on account of such verification and their declaration to that effect may be obtained and kept on record. Any mistakes noticed subsequently may be corrected after due verification and the corrections informed to Circle Office also.

10. A fresh undertaking may be obtained from all the candidates, as furnished in Proforma I and a declaration from the candidates who are spouse of the deceased officials as in Proforma II (if applicable) and copy of the same may be forwarded to this office for record.

11. After issue of offer of appointment, the date of joining of the candidate in the post must invariably be informed to this office for updating the records in Circle Office.

12. A consolidated compliance report with date of joining of each candidate may be sent to this office early.
