Summary: Operational Guide for Controlling Authorities in LDCE/CE Module – APT 2.0

The Operational Guide Version 1.1, dated 20.08.2026, provides step-by-step procedures for Controlling Authorities (CA) to use the LDCE/CE (Recruitment) Module in APT 2.0. The guide is intended only as an operational aid and should not be treated as a departmental ruling; applicable notifications, orders, rules and volumes must be referred to for official instructions.

Key Functions for Controlling Authorities

  1. Notification Management
    • Access the Notification Management card after logging in with the required Controlling Authority role.
    • Select the examination year to view active notifications.
    • Notification numbers can be opened to view complete notification details.
    • Uploaded Orders and Rulings can be viewed and downloaded.
  2. Initial Verification of Applications
    • Use the Initial Verification (Level 1) card.
    • Select the Exam Year, Exam Name and Application Status such as Submitted, Resubmitted, Recommended or Not Recommended.
    • Applications can then be verified individually using the Verify option.
  3. Verification and Correction
    • The CA must carefully verify all application details.
    • Incorrect information such as Office History, Photo, Signature and Service History can be marked as “Incorrect”, with appropriate remarks.
    • If any entry is incorrect, the application can be returned to the candidate for correction.
    • If all entries are correct, the application can be Forwarded to NA.
  4. Resubmitted Applications
    • After correction and resubmission by the candidate, the CA can verify the application again.
    • If errors remain, it can again be returned for correction.
    • Once all details are verified as correct, the application can be forwarded to NA.
  5. Reports
    • The Reports section provides:
      • Full Detailed Report
      • Recommendation Report
      • Application Status Report
      • Summary Recommendation Report
      • Summary Application Status Report
    • These reports can be used according to the requirements of the Controlling Authority.

In short: The guide explains how Controlling Authorities can manage LDCE/CE notifications, verify candidate applications, return applications for corrections, forward verified applications to NA, and generate relevant reports in APT 2.0.
