Meeting of NCJCM (Staff Side) with Secretary DoP&T on 3 September 2026 on some of the outstanding issues of Central Govt Employees

The National Council (Staff Side) of the Joint Consultative Machinery (JCM), led by Shiva Gopal Mishra, held a meeting with the Secretary, Department of Personnel & Training (DoP&T) on 03 September 2026 to discuss major unresolved matters concerning Central Government employees. Attendees included Comrades Shiva Gopal Mishra, C Srikumar, and Rupak Sarkar.

🔹 Key Issues Raised

  1. Clarification to Ministries/Departments to exclude employees’ Cooperative Societies and Service Associations from DoP&T restrictions on election participation.

  2. Implementation of DoP&PW OM 03.03.2023 regarding CCS (Pensions) Rules 1972 (now 2021) and recognition of pre‑22.12.2003 sanctioned vacancies.

  3. Extension of CGHS benefits to Gramin Dak Sevak (GDS) employees promoted to MTS, Postman, Mailguard, Postal Assistant, and Sorting Assistant with less than 10 years’ service.

  4. Grant of Notional Increment to retirees w.e.f. 01.01.2006 for pension and family pension.

  5. Modification of Recruitment Rules for Office Superintendent in the Income Tax Department.

  6. Relaxation in eligibility service period due to change in crucial date to 1 January for vacancy years 2019 and 2020.

  7. Regularization of Casual Workers.

  8. Lifting of ban on compassionate appointments in Ordnance Factories and the Army.

  9. Inclusion of Protection Clause for qualifying service and reduction of residency period per DoP&T Guidelines (18.03.1988).

  10. Direction to MoD for regular Departmental Council (JCM) meetings chaired by the Defence Secretary.

  11. Convening of the next Standing Committee Meeting of NC (JCM).

  12. Greater interaction of 8th CPC with Staff Side and recognized Federations.

  13. Implementation of all pending Arbitration Awards.

  14. Separate meeting with CBDT to discuss exemption of Running Allowance of Railway Employees from Income Tax.

🔹 Outcome

The Secretary, DoP&T assured that all issues would be examined and appropriate action taken. Four letters (Annexures I–IV) were submitted covering pension implementation, election restrictions, Income Tax Employees Federation representation, and CGHS benefits for promoted GDS employees.
