The Comprehensive Review and Optimization of Head Post Office Network in Postal Circles directs all Postal Circles to undertake a comprehensive review of the existing Head Post Office (HO) structure to improve operational efficiency and strengthen administrative and financial control. The initiative is driven by increased digitisation, implementation of APT 2.0, and centralised technology systems that have reduced the need for multiple accounting and administrative centres within the same division
Key Issues Identified
The Department observed several challenges in divisions having multiple Head Post Offices:
- Frequent issuance of Last Pay Certificates (LPCs) when employees are transferred between HO jurisdictions within the same division.
- Duplication of GST, TDS and other statutory return filing by multiple Drawing and Disbursing Officers (DDOs).
- Difficulties in budget control, monitoring and financial management due to the presence of multiple DDOs in a single division.
Rationalisation of Head Post Offices
Postal Circles have been instructed to review divisions with multiple HOs, particularly in urban areas. The broad principles include:
- Normally, only one Head Post Office should function in a city postal division.
- In rural divisions, there should generally be one HO at each district headquarters or one HO for every 25 Sub Post Offices, whichever is lower.
- Additional HOs may be downgraded into Sub Post Offices after assessing workload, business requirements, geography and service needs.
- In multi-district divisions, one HO may be retained in each district where justified administratively.
Expected Benefits
The rationalisation exercise is expected to:
- Consolidate accounting and monitoring functions under a single HO.
- Centralise GST, TDS, Income Tax, accounting and audit activities.
- Reduce duplication of work and optimise manpower utilisation.
- Minimise LPC issuance and movement of service records.
- Improve administrative control, compliance monitoring and decision-making.
- Enhance operational efficiency through technology-enabled processes without affecting public service delivery.
Review of Districts Without Head Post Offices
The Department has also instructed Circles to identify districts where no Head Post Office currently exists and examine whether a suitable Sub Post Office can be upgraded to a Head Post Office.
The proposal must be evaluated on the basis of:
- Workload
- Business potential
- Administrative requirements
- Geographical considerations
- Financial viability
- Other operational parameters
Benefits of Establishing HOs at District Headquarters
Where justified, new HOs at district headquarters may:
- Improve coordination with State Government and district authorities.
- Generate additional business through government schemes and institutional clients.
- Reduce mail, cash and document movement.
- Strengthen monitoring and internal controls.
- Improve citizen access to HO-level services within the district itself.
Implementation and Timeline
- All Postal Circles must conduct the review and take necessary action.
- The review exercise must be completed by 30 November 2026.
- Fortnightly progress reports are to be submitted to the Directorate on 15 November 2026 and 30 November 2026 in the prescribed format.
