No. 76/CU-30/2026 Date: 26.10.2026
To
The Chief Postmaster General,
Tamil Nadu Circle, Chennai - 600 002.
Respected Madam,
Subject: Request to defer the proposed migration - McCamish to IMS software in the interest of policyholders, staff and the Department – Reg.
It is submitted for your kind consideration that the migration from the existing McCamish software to the new IMS software is expected to take place shortly. However, serious concerns are being expressed regarding the readiness of the new software, and it is apprehended that the migration is being undertaken in undue haste without ensuring that all the functionalities are fully tested and operational.
It is learnt that, although new policies can be indexed and bonds generated without major difficulties, several bugs have reportedly been noticed in the after-sales portion of the software. Since after-sales services are essential for attending to policyholders' requests and ensuring the smooth administration of existing policies, the presence of such technical defects may seriously affect the delivery of services and cause considerable hardship to both staff and policyholders.
The Department has already had a bitter experience during the migration to the APT system, when staff members had to struggle for nearly ten days to cope with the technical difficulties and operational disruptions. During this period, employees faced immense pressure in attending to the public, and the Department was placed in an embarrassing position. The reputation and public image of the Postal Department suffered considerably. It is therefore imperative that the lessons learnt from the APT migration are taken into account before proceeding with another major software transition.
It is learnt that the migration to the new IMS software is proposed to be carried out on a compartmental basis. The CPCs identified for migration have reportedly been instructed to dispose of all pending requests before migration and, wherever this is not feasible, to divert the pending requests to other CPCs scheduled for migration at a later date. Such diversion of requests is likely to cause considerable confusion, disrupt the smooth delivery of services, and result in customer dissatisfaction. This may adversely affect customer confidence and, in turn, have a significant impact on the Department's future business prospects.
It is further learnt that only one week is proposed to be allowed for clearing all pending requests in the McCamish system, followed by another week during which no transactions will be permitted. This proposed time frame appears highly inadequate, particularly when a large number of requests may be pending for disposal. Such a restrictive schedule may result in the accumulation of pending cases, delays in servicing policies and avoidable grievances among policyholders.
More importantly, it is reported that the migration process itself has not been completed in full and that several policies are reportedly missing from the migrated data. Unless the completeness and accuracy of the migrated data are thoroughly verified and all functional deficiencies are rectified, proceeding with the migration may lead to serious operational complications and adversely affect the interests of policyholders.
In view of the above, it is earnestly requested that the proposed migration from McCamish to IMS software may kindly be deferred until the software is fully tested, all reported bugs are rectified, the completeness and accuracy of policy data are verified, and adequate time is provided for clearing pending requests and ensuring a smooth transition.
The kind intervention of the Chief Postmaster General is solicited to prevent a recurrence of the difficulties experienced during the APT migration and to safeguard the interests of staff, policyholders and the Department.
An early and favourable intervention in this matter is earnestly solicited. A line in reply is highly solicited.
Thanking you
Yours Sincerely,
S. SUDEESH KUMAR
