  • 50-mark test (1–2 hours) for shortlisted candidates before final appointment.
  • Ensures minimum proficiency in office work and public interaction.
Upgraded Educational Qualification:
  • Recommends raising the minimum qualification to 10+2 (current: 10th standard).
Preference for Local Candidates:
  • Weightage for long-term residents educated under the same state board.
  • Benefits: Local language proficiency, community familiarity, better service delivery.
Three-Stage Recruitment Model:
Stage 1: Online application & shortlisting.
Stage 2: Screening test for top-ranked candidates.
Stage 3: Final selection via document verification + test results.

Expected Outcomes:
  • Filters non-serious/fake applicants from lakhs of applications.
  • Maintains transparency while addressing regional needs.
