- Recommends raising the minimum qualification to 10+2 (current: 10th standard).
Preference for Local Candidates:
- Weightage for long-term residents educated under the same state board.
- Benefits: Local language proficiency, community familiarity, better service delivery.
Three-Stage Recruitment Model:
Stage 1: Online application & shortlisting.
Stage 2: Screening test for top-ranked candidates.
Stage 3: Final selection via document verification + test results.
Expected Outcomes:
- Filters non-serious/fake applicants from lakhs of applications.
- Maintains transparency while addressing regional needs.
