 📌 Key Highlights: Life Certificate Rule for Parents' Pension

📍 New Mandate for Parents
Both parents receiving an enhanced family pension must now submit Life Certificates every year.

📍 Who This Affects
Parents of deceased government employees under Categories C & D (CCS EOP Rules, 2023) / D & E (CCS EOP Rules, 1939).

📍 The Reason
Prevents overpayment by ensuring the pension rate is adjusted from 75% to 60% if one parent passes away.

📍 The Old Rule
Enhanced pension (75% of pay/pension) was paid without life certificates from both parents, leading to potential errors.

📍 The New Rule
Annual life certificate submission by both parents is now mandatory to continue receiving the enhanced rate.

OFFICE MEMORANDUM

Subject: Clarification regarding submission of life certificates by both parents in case of enhanced family pension payable to them under CCS (EOP) Rules, 1939/2023 – submission of Life Certificate-reg.

References have been received seeking clarification regarding enhanced family pension payable to parents under Categories 'D' & 'E' of CCS (EOP) Rules, 1939 / Categories 'C' & 'D' of CCS (EOP) Rules, 2023.

Rule Position:
Under 1939 Rules (Categories D&E):
  • 75% of last pay if both parents alive.
  • 60% for a single parent.
Under 2023 Rules (Categories C&D):
  • 75% of widow's entitled pension if both parents alive.
  • 60% if only one parent alive.
  • Pension payable to mother first, failing which to father.
  • No income criteria apply.
  • Enhanced pension is 75% for both parents, 60% for one. Currently, no rule requires both parents to submit life certificates, leading to overpayment if one parent dies.
New Decision: Henceforth, both parents must submit Life Certificates annually to prevent overpayment after one’s demise.
