Sub: Grant of TA/DA to PA/SA Probationers during Induction Training at PTC Mysuru (c/o Kerala Circle)- Reg.

My Federation would like to bring to your kind notice the denial of TA/DA to PA/SA probationers who have undergone induction training at PTC Mysuru. The denial is reportedly on the grounds of non- completion of probation and by quoting Rule 3 of SR- 164 governing training at ISTM. The audit teams has raised objection for recovery in Kerala Circles at some Divisions.

In this regard, it is submitted that completion of probation depends upon verification formalities and completion of two years of service or such period as prescribed, whichever is later. Hence, denial of TA/DA solely on the ground of probation is not justified.

The rule governing authorization of TA/DA during training is covered under Rule (4) Para- 2 of SR- 164, which clearly states that: "In all cases of Government- sponsored training programmes where boarding and lodging at the training institute are compulsory and are provided at fixed rates, a special allowance in lieu of Daily Allowance shall be admissible to Government servants deputed to undergo such training course. The special allowance, irrespective of the period of training, shall be calculated as actual expenditure on boarding and lodging plus 1/4 of full DA for outstanding participants." This provision is governed by the following Government of India orders:

O.M. No. 19030/5/86-E.IV dated 12.12.1986

Further, the Department of Telecommunications, vide letter No. 21- 51/88- PAT (Pt) dated 10.10.1991, clarified that: "Existence of lodging and boarding facilities at a training centre would also include cases where a mess is available and run on a cooperative basis. In such cases, DA would be admissible in accordance with GOI orders, i.e., first 30 days full DA and next 150 days half DA."

2 The same practice is being followed in several Postal Circles. It is also learnt that PA officials of this Circle were granted TA/DA for the same course. In other Circles, Sorting Assistants were also granted TA/DA under the Head of Account Mail Sorting - DTE- 022681100 (in SAP) and Mail Sorting TE- 3201044411 (Plan - TE In- service Training for Freshers at PTC Mysuru).

It is further submitted that the period of training is treated as duty under FR- 9. Moreover, at present, PA/SA officials are first joining at their place of posting and later sent for induction training. Once appointed and joined as PA/SA, there should not arise any doubt regarding eligibility for TA/DA for official movements, including training, on par with regular employees.

In view of the above facts and rules, it is requested that necessary clear instructions may kindly be issued to the concerned Heads of Circles (especially to Kerala Circle) for early payment of TA/DA to the staff who have undergone induction training at Postal Training Centers.
