Subject: Submission of complete proposals relating to regularization, amalgamation, premature closure, extension, and other matters concerning Small Savings Accounts.

Sir/ Madam,

I am directed to forward herewith a copy of the communication received from the National Savings Institute (NSI), Ministry of Finance (MoF), regarding the submission of proposals for regularization, amalgamation, premature closure, extension, and other cases regarding relaxation of rules concerning National (Small) Savings Schemes.

The NSI has observed that several proposals are being forwarded without thorough verification of facts, necessary records, or proper justification. Such incomplete submissions lead to avoidable delays.

To streamline the process and ensure timely disposal of cases, all Circles are requested to ensure that all facts and supporting documents are thoroughly verified before forwarding any proposal to this Directorate. The following information/documents shall invariably be submitted along with the proposal:

(i). Request/application of the account holder duly verified. (ii). Supporting documents for the request duly verified. (iii). KYC documents duly verified. (iv). Details of Account (Date of opening, Maturity Date, outstanding amount etc.) (v). Verified account statement(s). (vi). Summary of all relevant accounts showing compliance with the prescribed deposit limits, wherever applicable. (vii). Detailed recommendation/proposal of the competent authority. (viii). Brief history of the case in chronological order. (ix). Any other relevant document relating to the case

Further, a Checklist (Annexure-1) has been prescribed by the Ministry of Finance to ensure the completeness of proposals. The checklist must be duly filled, signed by HOC, and enclosed with every proposal.

These instructions shall be followed in addition to the provisions contained in Rule 1 and Rule 2 of Appendix XVII of the POSB (CBS) Manual (Corrected up to 31.12.2021).

It is requested that these instructions may be circulated to all concerned for information, guidance and strict compliance.

This issues with the approval of the Competent Authority.
